From: Sarah Aduwa, Project Manager Date: March 11, 2025 Subject: Negotiation Summary

HW683_

This Task Assignment authorizes Geosyntec to conduct Quarterly Groundwater Monitoring activities at King of Cleaners Property in accordance with Geosyntec’s scope of work, cost estimate and schedule received on February 17, 2025.

Melissa Shook is the project manager; her hours are directly computed.

Subtask 2, 3, 4, 5– Quarterly Groundwater Monitoring Geosyntec personnel will collect groundwater samples from two monitoring wells (MW017 and MW013). Geosyntec will collect water level measurements from five monitoring wells screened in the intermediate aquifer (MW009, MW010, MW012, MW013, and MW017) to evaluate the groundwater flow direction of the intermediate aquifer. Groundwater samples will be collected using conventional low-flow purging methods and in accordance with FDEP SOPs.

Subtask 1, 6 – Site Rehabilitation and Completion Report It is anticipated that the results of quarterly monitoring will support the preparation of a SRCR due to attaining GCTLs in two consecutive events. The SRCR will document the field activities and results from the monitoring events performed. Geosyntec will update existing figures and tables based on the results of the sampling events as appropriate.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task assignment. The final cost is $20,415.26 with 125 labor hours.

17 February 2025 Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Sites Cleanup Program 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Proposal for Annual Quarterly Groundwater Monitoring King of Cleaners 5043 Silver Star Rd, Orlando, Florida FDEP Site No. ERIC_4984

Dear Ms. Aduwa:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this proposed Scope of Work (SOW) and Level of Effort (LOE) to conduct quarterly groundwater monitoring and Site Rehabilitation Completion Report (SRCR) for the King of Cleaners Site (Site) located in Orlando, Orange County, Florida.

Samples collected from site monitoring wells indicate that PCE and TCE concentrations are below the GCTLs in all but one monitoring well (MW013). In September 2023, the PCE and TCE concentrations observed in MW013 were lower than the FDEP GCTLs. This SOW aligns with the FDEP's approval of Geosyntec’s recommendations for sampling as outlined in the September 11 Site Summary Email (Attachment A). Due to the recent observations of PCE and TCE concentrations being below GCTLs in MW013, the sampling frequency has been adjusted to quarterly. The objective of this revised sampling schedule is to obtain two consecutive samples below GCTLs to facilitate site closure.

A detailed explanation of the proposed scope of work is provided below.

Access Agreements As part of SOW/LOE preparation, Geosyntec undertook a comprehensive review of existing access agreements. This review aimed to determine (i) existing agreements for properties requiring access for the proposed work and (ii) the current authorizing parties. Geosyntec identified the Site property and one off-Site property affected by the proposed activities, ensuring full compliance with all necessary access requirements.

1. The Site property, located at 5043 Silver Star Road (Parcel ID 07-22-29-6974-05-060), is owned by Framuvar Enterprises Inc. as of March 2023. The existing agreement for this property was authorized in August 2023 by Luis Fransisco Munoz (Owner of Framuvar

King of Cleaners (ERIC_5057) 17 February 2025

King of Cleaners_GWM_SOW_202406

Enterprises.); therefore, a new Access Agreement is not required.

2. The property located at 2702 North Pine Hills Road (Parcel 18-22-29-0169-00-040) is downgradient of the Site to the west and is owned by Mota Venture, LLC, as of October 2019. Pedro O. Rodriguez (part-owner of Mota Venture, LLC) authorized the existing agreement for this property in May 2023; therefore, a new Off-Site Access Agreement is not required.

SCOPE OF WORK

Subtask 1 – Project Management Melissa Shook will serve as the Geosyntec project manager, and her hours are directly computed in the LOE/CEF.

Subtask 2 – Groundwater Monitoring Quarter 1

Groundwater Sampling

Geosyntec personnel will collect groundwater samples from two monitoring wells (MW017 and MW013, Figure 2).

Groundwater samples will be submitted to a fixed-based laboratory for VOH analysis by Environmental Protection Agency (EPA) Method 8260. Groundwater sampling activities are proposed to occur in February/March 2025 (assuming approval of this SOW by January 31, 2025).

Investigation Derived Waste

Investigation Derived Waste (IDW) will consist of purge and decontamination water generated during sampling activities and will be placed in one 55-gallon drum for manifested off-site disposal. Due to the congested nature of the Site and vicinity and lack of storage, Geosyntec has assumed generation, transportation, disposal of 1 drum per quarterly event to reduce the risk of theft. Erwin Remediation is the selected subcontractor for IDW transport and disposal based on their lowest cost. Additional IDW characterization samples will not be collected because Erwin Remediation has a current waste profile for the site. Subcontractor bids and an evaluation form are included in Attachment B.

Subtask 3 – Groundwater Monitoring Quarter 2

King of Cleaners_GWM_SOW_202406

Geosyntec will replicate the Groundwater Sampling and IDW sections of Subtask 2 approximately three months after completion of Subtask 2.

Due to the time lag between quarterly events, Geosyntec will prepare a field deliverable containing updated tables, laboratory analytical report, and field forms as a payment milestone for Quarters 1 and 2. In the event that the results from Subtasks 2 and 3 are below GCTLs, Geosyntec will submit a change order to remove the field deliverable and Subtasks 4 and 5 from the Task Assignment.

Subtask 6 will be completed in the place of the field deliverable.

Subtask 4 – Groundwater Monitoring Quarter 3 Geosyntec will replicate the Groundwater Sampling and IDW sections of Subtask 2 approximately three months after completion of Subtask 3.

Subtask 5 – Groundwater Monitoring Quarter 4 Geosyntec will replicate the Groundwater Sampling and IDW sections of Subtask 2 approximately three months after completion of Subtask 4. Geosyntec will prepare a field deliverable containing updated tables with analytical results and field forms.

Subtask 6 – Site Rehabilitation Completion Report It is anticipated that the results of quarterly monitoring will support the preparation of a SRCR due to attaining GCTLs in two consecutive events. The SRCR will document the field activities and results from the monitoring events performed. Geosyntec will update existing figures and tables based on the results of the sampling events as appropriate. The SRCR will include a section detailing site rehabilitation completion and historical assessment/remediation conduced at the Site.

The report will be signed/sealed by a licensed professional geologist/engineer in the State of Florida.

Invoice and Deliverable Schedule:

Geosyntec proposes the following deliverable and Period of Performance schedule below.

Hello Melissa, For this proposal, WSCS recommends removing the 2 hours for Todd conditional closure discussions with the downgradient property owner because the site is in Orange County/Orlando it and fall with the Northeast Florida Water Management District (an E-Permitting County) and does not need the property owner’s approval, also, we are not convinced about seeking a conditional closure as the site is close to an RMO 1 closure. We recommend quarterly sampling of MW013 and MW017 until two consecutive sampling results are lower than GCTL.

The proposal will have 6 subtasks, subtask 1- project management, subtask 2 to 5 will be each of the 4 sampling events and subtask 6 will be the Groundwater Monitoring Report/Site Rehabilitation Completion Report. The deliverables will be grouped into subtasks 2 and 3; subtasks 4 and 5; and subtasks 1 and 6. The deliverable will be the field notes and tabulated lab analytical results, If the 2 sampling results in the first deliverable are below GCTL, FDEP may decide to move on to the final deliverable without completing subtasks 4 and 5.

From: Melissa Shook <Melissa.shook@Geosyntec.com> Sent: Wednesday, September 11, 2024 11:06 AM To: Aduwa, Sarah <Sarah.Aduwa@FloridaDEP.gov> Subject: King of Cleaners (ERIC_5057) Summary

EXTERNAL MESSAGE

This email originated outside of DEP. Please use caution when opening attachments, clicking links, or responding to this email.

Good morning Sarah, Todd mentioned that you would appreciate a summary of the recent strategy at King of Cleaners

(ERIC_5057).

Below is a summary of the most recent data, recommendations, and decisions.

Recent Site Data

The site has been in annual sampling since 2019.

MW013 is the last remaining well with exceedances (PCE and TCE); concentrations have no trend according to Mann-Kendall Analysis.

MW013 PDB sample in September 2023 was below GCTLs for VOHs.

In response, Geosyntec submitted a change order to collect a low-flow sample from MW013 to move the site toward unconditional closure. The sample was collected in December 2023 and exceeded GCTLs for PCE and TCE.

The RPO is unresponsive to communications regarding conditional closure.

Recommendations

(The recommendations have not been approved by FDEP yet)

From March 2024 Report: Install downgradient well to provide delineation for MW013 (historical delineation well Chevron MW-12 was abandoned by others).

Upon further review, Geosyntec discovered that the surface elevation of the site slopes to west in such a way that MW017 is within the target aquifer (silty sand layer underlain by sandy clay; see attached) and is suitable as a downgradient monitoring well.

Geosyntec’s SOW proposes collecting samples from MW013 (PCE and TCE exceedance) and MW017 (downgradient) for VOHs via low-flow methods.

Thanks, Melissa Shook, EI Senior Staff Engineer Geosyntec Consultants, Inc.
