Scotts Custom Cleaners (ERIC_5307) HW683 SOW_Year 1 O&M

June 7, 2024 revised June 13, 2024

Ms. Sarah Aduwa Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Scope of Work and CEF/LOE

Soil Vapor Extraction System O&M – Year 1, Months 2 through 12 Scott’s Custom Cleaners 2454 McMullen Booth Road, Suite 205 Safety Harbor, Pinellas County, Florida 33759 FDEP Site ID No. ERIC_5307

Dear Ms. Aduwa:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this proposed Scope of Work (SOW) and Level of Effort (LOE) for 11 months of operation and maintenance (O&M) of a Soil Vapor Extraction (SVE) remediation system at the Scott’s Custom Cleaners Site located in Safety Harbor, Florida (ERIC_5307). Task Assignment (TA) DC011C includes the scope and costs for Year 1, Month 1 O&M. This SOW includes costs for the remaining 11 months in Year 1 of system operation.

This SOW/LOE is subdivided into subtasks by quarter. The major scope elements are outlined below and will pertain to multiple subtasks in some cases. Each subtask will be outlined separately thereafter. A cost estimating form (CEF) and LOE is provided as Attachment A.

Monthly SVE System O&M Tasks

Geosyntec will conduct 11 monthly O&M visits to the Site. Subtask 4 under TA DC011C includes effort for Month 1 O&M activities. Geosyntec personnel will perform the following tasks during each subsequent monthly O&M visit in accordance with the tasks listed in the Interim Source Removal Work Plan (ISRWP) approved by FDEP on April 17, 2023:

• Recording vacuum, pressure, and temperature readings at the SVE blower;

• Recording air flow rates at the blower and vapor extraction wells (VEWs);

• Documenting active and passive VEW operation and adjustment of active and passive

VEWs, as necessary;

http://www.geosyntec.com/

June 7, 2024 – Revised June 13, 2024

• Recording vacuum readings at VEW01 through VEW04 and select monitoring wells (MW002, MW-14, and MW-18);

• Draining fluids accumulated in the moisture separator and disposing of fluids in a 55-gallon drum as investigation derived waste (IDW);

• Collecting groundwater level measurements in monitoring wells MW-1, MW002, MW- 13, MW-14, MW-17, and MW-18;

• Inspecting and cleaning (as needed) the equipment compound;

• Inspecting water entrainment and adjustment of VEW wellhead vacuums (if necessary) to minimize water entrainment; and

• Performing periodic equipment maintenance activities recommended by equipment manufacturers.

In accordance with the ISRWP, vacuum measurements will be collected at each of the system vacuum gauges during each O&M visit. The vacuum monitoring data will be used to assess the actual vacuum ROI at the Site. The system will be adjusted to optimize the mass recovery rates through active and passive operations of VEWs. The monthly system O&M activities for Year 1 will be documented in a site-specific O&M log, which will be submitted to the FDEP with the monthly O&M summary emails.

Air Sampling

Geosyntec will monitor air emissions by collecting samples from the granular activated carbon (GAC) influent on a quarterly basis. Air samples will be collected in a Summa cannister and analyzed by a fixed-based, certified laboratory by United States Environmental Protection Agency (EPA) Method TO-15. Vapor samples from the VEWs will be sampled on an as needed basis.

Recommendations to sample the VEWs will be discussed with FDEP and included under a Task Assignment Change Order, if warranted.

The analytical results associated with the quarterly O&M will be used to evaluate whether off-gas treatment can be terminated (i.e., if untreated individual Hazardous Air Pollutant (HAP) emissions of less than 2.3 pounds per day (lb/day), total HAP emissions of less than 6.8 lb/day, per the October 2008 FDEP Considerations for Air Emissions from Hazardous Waste Cleanup Sites Memorandum).

Groundwater Sampling

As indicated in the ISRWP, select site monitoring wells shall be sampled on an annual basis, targeted for early Quarter Four. A total of ten (10) monitoring wells were proposed to be sampled in the ISRWP, including MW002, MW-8, MW-9, MW-12, MW-13, MW-14, MW-17, MW-19, MW-21, and DMW-1. Prior to collecting groundwater samples, depth-to-water measurements will be collected from the well network. Groundwater samples will be analyzed by a fixed-based, certified laboratory for volatile organic halogens (VOHs) using EPA Method 8260. Results of the groundwater sampling event will be documented in the Annual O&M Report.

IDW Generation

Up to three drums of IDW are assumed to be generated over Year 1 from purge water collected during groundwater sampling and moisture captured in SVE system moisture separator.

Subcontractor bids for IDW transport and disposal are included in Attachment B.

SVE System O&M Status Reporting

Monthly Email Summaries and Semi-Annual Reports (i.e., Month 6 and Month 12) will be prepared to document Year 1 O&M activities. The O&M reports will include the following:

• O&M activities performed during the reporting period;

• Calculated mass of VOHs removed by the SVE system during the reporting period, and cumulative total removed since startup;

• SVE system hours of operation during the reporting period;

• Information regarding the depth-to-groundwater (in summary table form with one set of representative data depicted graphically);

• Information regarding any repairs and/or modifications made to the SVE system;

• Vacuum radius of influence data (in summary table form with one set of representative data depicted graphically and

• Results of laboratory analyses of air samples (Months 3, 6, 9, and 12) and groundwater monitoring well samples (Quarter Four) in tabular and graphical form;

• Recommendations pertaining to the continued operation and/or optimization of the SVE system (including cycling VEWs as active or passive).

Utilities

Monthly electrical utility bills have been estimated at $500 per month.

Subtask 1 – Project Management

Subtask 2 – Quarter 1 (Month 2 to Month 3) O&M

This subtask includes costs for two months of O&M, including air sampling during Month 3, with monthly email summaries to FDEP. The cost for the modem and annual telemetry service fee from the equipment manufacturer, PRM Filtration, is included in this Subtask.

Subtask 3 – Quarter 2 (Month 4 to 6) O&M and Reporting

This subtask includes costs for three months of O&M, including air sampling during Month 6, with monthly email summaries to FDEP and the submittal of a Year 1 Semi-Annual O&M Report.

Subtask 4 – Quarter 3 (Month 7 to 9) O&M

This subtask includes costs for three months of O&M, including air sampling during Month 9, with monthly email summaries to FDEP.

Subtask 5 – Quarter 4 (Month 10 to 12) O&M, Groundwater Sampling, and Reporting

This subtask includes costs for three months of O&M, including air sampling and an annual groundwater monitoring during the quarter. This subtask also includes monthly email summaries to FDEP and the submittal of a Year 1 Annual O&M Report with final IDW manifests.

Subtask 6 – Utilities (Months 2 through 12)

This subtask includes estimated costs associated with electrical utility fees for 11 months of system operation.
