Hi Sarah, Please see my comments below:

1. I concur with conducting a rebound test. Additionally, I suggest sampling all SVE wells before shutting down the system and after restarting it for the test.

Acknowledged and agreed. Costs for sample collection from all SVE wells and the system in uent before and after the rebound evaluation have been included in the proposed SOW-LOE.

Additional text has been added to the report text to clarify this recommendation.

2. Geosyntec should conduct a test to verify the Radius of In uence (ROI).

Acknowledged. An ROI test was conducted upon startup, with ROIs averaging 24 feet. An additional test can be conducted in conjunction with the soil vapor rebound evaluation to verify

ROI.

3. Geosyntec should evaluate and consider active air injections to enhance the e iciency of the system.

Incorporation of active air injection may be feasible. The current system is not con gured for this, but it is expected to be possible to modify the system through the addition of an air injection blower and appurtenances, electrical components and connection, and piping to the existing manifold. I suggest waiting to evaluate further (cost procurement, etc) until implementation of the soil vapor rebound evaluation and review of the data.

4. Section 2: Correct the typographical error; "ro " should be amended to "roof."

Acknowledged, this typographical error has been corrected in the revised report.

5. Font formatting is inconsistent and should be standardized throughout the report I have gone through and have corrected any font inconsistencies found, in the revised report.

Thanks, 12802 Tampa Oaks Blvd.

Ms. Sarah Aduwa Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Scope of Work and CEF/LOE Soil Vapor Extraction System O&M (8 Months) and Rebound Evaluation Scott’s Custom Cleaners 2454 McMullen Booth Road, Suite 205 Safety Harbor, Pinellas County, Florida 33759 FDEP Site ID No. ERIC_5307

Dear Ms. Aduwa:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this proposed Scope of Work (SOW) and Level of Effort (LOE) for operation and maintenance (O&M) activities of the Soil Vapor Extraction (SVE) system at the Scott’s Custom Cleaners Site (Site) located in Safety Harbor, Florida. A cost estimating form (CEF) and LOE is provided in Attachment A.

Soil Vapor Rebound Evaluation

The proposed SOW includes implementation of a soil vapor rebound evaluation immediately upon task assignment receipt to evaluate whether residual volatile organic halogen (VOH) mass remains within the vadose zone of the Site. The rebound evaluation will involve:

Soil vapor sample collection from the total influent, along with each of the four vapor extraction wells (VEWs).

Thereafter, the system will be shut down for a minimum of 30 days. Upon restart, soil vapor samples will again be collected from the total influent and each of the VEWs.

Soil vapor samples will be collected in a Summa canister and analyzed by a fixed-based, certified laboratory by United States Environmental Protection Agency (EPA) Method TO-15. The system will remain on while the analytical results are evaluated and discussion of the results and next steps with FDEP is conducted. The radius of influence (ROI) will be verified during this period. Two additional quarters of SVE operation are proposed to be included in this Task Assignment, if necessary.

Operation and Maintenance Activities

Geosyntec will conduct monthly O&M visits and will perform the following tasks during each monthly O&M visit:

Record vacuum, pressure, and temperature readings at the SVE blower;

Record air flow rates at the blower and vapor extraction wells (VEWs);

Document active and passive VEW operation and adjustment of active and passive

VEWs, as necessary;

Record vacuum readings at VEW01 through VEW04 and select monitoring wells;

Collect groundwater level measurements in nearby monitoring wells MW002, MW-13, MW-14;

Inspect and clean the equipment compound;

Inspect water entrainment and adjustment of VEW wellhead vacuums (if necessary) to minimize water entrainment; and Perform periodic equipment maintenance activities recommended by equipment manufacturers.

The system will be adjusted to optimize the mass recovery rates through active and passive operations of VEWs. Monthly O&M summary emails will be submitted to FDEP. Geosyntec will monitor soil vapor concentrations by collecting samples from the granular activated carbon (GAC) influent on a quarterly basis.

SVE System O&M Status Reporting

Monthly Email Summaries and a Semi-Annual Report will be prepared to document O&M activities. The O&M reports will include the following:

O&M activities performed during the reporting period;

Calculated mass of VOHs removed by the SVE system during the reporting period, and cumulative total removed since startup;

SVE system hours of operation during the reporting period;

Information regarding the depth-to-groundwater (in summary table form);

Information regarding any repairs and/or modifications made to the SVE system;

Vacuum radius of influence data (in summary table form with one set of representative data depicted graphically and Results of laboratory analyses of quarterly air samples in tabular and graphical form;

Recommendations pertaining to the continued operation and/or optimization of the SVE system (including cycling VEWs as active or passive).
