About this file
This document package contains Task Assignment Change Orders (TACOs) between the State of Florida Department of Environmental Protection (FDEP) and Geosyntec Consultants, Inc. for remediation services at the Colonial Drycleaners/Touch of Class Drycleaners site located in Greenacres, Palm Beach County, Florida (FDEP Facility ID ERIC_5222). The contract is identified as HW683, with Task Assignment DC002F. The project involves operation and maintenance of a soil vapor extraction (SVE) system and groundwater monitoring at the contaminated site, with oversight by FDEP Project Manager Sarah Aduwa and contractor Project Manager Nick Barnes.
The contract encompasses a 12-month period of SVE system operation and maintenance following system restart, including groundwater sampling, monthly O&M activities, soil vapor sampling, investigation-derived waste (IDW) management, and utilities. The original Task Assignment was valued at $65,267.78, with TACO #1 reducing costs by $1,288.22 to $63,979.55, and TACO #2 further reducing costs by $795.73 to a final total of $63,183.83. Cost reductions resulted from staffing changes (Eliana Carmona replacing Ryan Temple for field activities) and removal of inadvertently included expenses. The contract includes fixed unit rates with a utilities component capped at $4,200.00 annually plus a $240 handling fee. Deliverables are scheduled through December 2026 and include system restart documentation, semi-annual and annual O&M reports, and field monitoring reports. Subcontractors include Erwin Remediation for IDW disposal, Water Recovery LLC for waste transportation, and PRM Filtration for telemetry services at $1,350.00 annually.

Colonial TOC Cleaners (ERIC_5222) HW683 DC002F TACO-2 SOW
February 17, 2026
Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Site Cleanup Section 2600 Blair Stone Road Tallahassee, FL 32399-2400
Subject: Scope of Work and CEF/LOE
Soil Vapor Extraction System O&M (1 Year) Colonial Touch of Class Cleaners 4552 Lake Worth Road Greenacres, Palm Beach County, Florida 33463 FDEP Facility ID NO. ERIC_5222
TA DC002F – TACO #2
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this Task Assignment Change Order (TACO) #2 for groundwater monitoring, soil vapor extraction (SVE) system restart, and 12 months of operation and maintenance (O&M) at the Colonial Touch of Class Cleaners Site located in Greenacres, Florida (ERIC_5222).
The O&M activities following system restart are subdivided into subtasks by quarter. The major scope elements are outlined below and will pertain to multiple subtasks in some cases. Each subtask will be outlined separately thereafter. A cost estimating form (CEF) and LOE is provided as Attachment A. A summary of the scope of work and costs associated with TACO #2 is provided below in red text.
SVE System Restart
The SVE system has been off since June 2024 to enable supplemental source area assessment including additional MAGs testing to support preparation of a Remedial Alternatives Evaluation (RAE). During the April 29, 2025 site review meeting with FDEP, it was decided that the system should be restarted to evaluate additional mass removal and assess other optimizations prior to re-advancing the Site towards a RAE. During the restart, FDEP requested vacuum data be collected to evaluate if there are any dead zones in the vapor recovery radius of influence and that vapor samples be collected from the combined influent, system effluent, and select vapor extraction wells (VEWs).
Groundwater Sampling Select site monitoring wells shall be sampled to evaluate current groundwater quality, coincident with SVE system restart. The proposed monitoring wells for sampling include MW001, MW002, MW003, MW005, MW006, MW008, and MW009. A figure showing the locations of these wells and prior analytical results is provided as Attachment B. Prior to collecting groundwater samples, depth-to-water measurements will be collected from the well network. Groundwater samples will be analyzed by a fixed-based, certified laboratory for volatile organic halogens (VOHs) using EPA Method 8260. The analytical results will be tabulated and provided in a field deliverable, with an evaluation of the results provided in a Semi-Annual O&M Report. TACO 1: Monitoring well MW008 could not be accessed and the costs associated with sampling this well are removed.
Monthly SVE System O&M Tasks Geosyntec will conduct monthly O&M visits to the Site following SVE restart. Geosyntec personnel will perform the following tasks during each monthly O&M visit.
Recording vacuum, pressure, and temperature readings at the SVE blower;
Recording air flow rates at the blower and vapor extraction wells (VEWs);
Documenting active and passive VEW operation and adjustment of active and passive
VEWs, as necessary;
Recording vacuum readings at VEW01 through VEW04 and select monitoring wells;
Draining fluids accumulated in the moisture separator and disposing of fluids in a 55-gallon drum as investigation derived waste (IDW);
Collecting groundwater level measurements in select monitoring wells;
Inspecting and cleaning (as needed) the equipment compound;
Inspecting water entrainment and adjustment of VEW wellhead vacuums (if necessary) to minimize water entrainment; and Performing periodic equipment maintenance activities.
Vacuum measurements will be collected at each of the system vacuum gauges during each O&M visit and select VEWs, MAGS wells, and MW wells. The vacuum monitoring data will be used to assess the actual vacuum ROI at the Site. The system will be adjusted to optimize the mass recovery rates through active and passive operations of VEWs. The monthly system O&M activities will be documented in a site-specific O&M log.
Soil Vapor Sampling Upon SVE system restart, Geosyntec will collect samples from the influent, VEW003, and VEW004. Thereafter, influent samples will be collected on a quarterly basis. Air samples will be collected in a Summa cannister and analyzed by a fixed-based, certified laboratory by United
States Environmental Protection Agency (EPA) Method TO-15. Additional soil vapor samples from the VEWs may be collected on an as needed basis, following discussion with FDEP.
IDW Generation IDW assumed to be generated includes purge water collected during groundwater sampling event, moisture captured in the SVE system moisture separator, and the previously utilized granular activated carbon (GAC). Subcontractor bids for IDW transport and disposal are included in Attachment C.
SVE System O&M Status Reporting Monthly Email Summaries and Semi-Annual Reports (i.e., following Month 6 and Month 12) will be prepared to document O&M activities. The O&M reports will include the following:
O&M activities performed during the reporting period;
Calculated mass of VOHs removed by the SVE system during the reporting period, and cumulative total removed since startup;
SVE system hours of operation during the reporting period;
Information regarding the depth-to-groundwater (in summary table form with one set of representative data depicted graphically);
Information regarding any repairs and/or modifications made to the SVE system;
Vacuum radius of influence data (in summary table form with one set of representative data depicted graphically and
Results of laboratory analyses of air samples (System Restart, Months 3, 6, 9, and 12) and groundwater monitoring well samples in tabular and graphical form;
Recommendations pertaining to the continued operation and/or optimization of the SVE system (including cycling VEWs as active or passive).
Utilities Monthly electrical utility bills have been estimated at $350 per month.
Subtask 1 – Project Management
Subtask 2 – SVE System Restart and Groundwater Monitoring
This subtask includes restart of the SVE system and an annual groundwater monitoring event, as discussed during the 29 April 2025 annual site review meeting. Seven groundwater samples will be collected from the monitoring wells outlined above, and three vapor samples (influent, VEW03, and VEW04) will be sampled, as described above. Nick Barnes will assume responsibilities as the FL Professional Engineer and Project Manager; Nick will mobilize to the Site to conduct the SVE restart activities with a local field staff member who will be onsite to conduct groundwater sampling. The cost for the annual telemetry service fee from the equipment manufacturer, PRM Filtration, is included in this Subtask.
TACO 1: One groundwater monitoring well (MW008) could not be accessed, and the costs (labor and analytical costs) associated with sampling this monitoring well are removed. The groundwater sampling activities were completed in one day rather than two days, so expenses are reduced. A change in staffing for the groundwater sampling portion of the scope was conducted based on availability, which also reduced labor costs.
Subtask 3 – Quarter 1 (Month 1 to Month 3) O&M
This subtask includes costs for three months of O&M, including influent air sampling during Month 3 event.
TACO 2: Due to scheduling conflicts, a change in field staffing occurred, with Eliana Carmona conducting field activities in place of Ryan Temple. A reduction in labor costs is realized based on this change.
Subtask 4 – Quarter 2 (Month 4 to 6) O&M and Reporting
This subtask includes costs for three months of O&M, including air sampling during Month 6, and the submittal of a Semi-Annual O&M Report that will include evaluation of the groundwater monitoring data generated during Subtask 1.
TACO 2: Soil vapor sample shipping labor was left out of the initial TA inadvertently.
Subtask 5 – Quarter 3 (Month 7 to 9) O&M
This subtask includes costs for three months of O&M, including air sampling during Month 9, with monthly email summaries to FDEP.
Subtask 6 – Quarter 4 (Month 10 to 12) O&M and Reporting
This subtask includes costs for three months of O&M, including air sampling. This subtask also includes the submittal of an Annual O&M Report with final IDW manifests.
TACO 2: Two additional days of expendables incorrectly included in the initial TA are removed.
Subtask 7 – Utilities
This subtask includes estimated costs associated with electrical utility fees for 12 months of system operation.
Invoice and Deliverable Schedule
The proposed invoice and deliverable schedule is as follows, assuming TA approval by July 1, 2025, and Month 1 is August 2025:
TACO-1: The Task Assignment amount is reduced by $1,288.22 based on the changes noted above.
TACO-2: The Task Assignment amount is reduced by $795.73 based on the changes noted above.
Subtask Deliverable Deliverable Due Date Invoice Amount
2 System Restart and Groundwater Monitoring Field Deliverable November 26, 2025 $12,240.43
3 Month 2 and 3 O&M Summary Email February 18, 2026 $8,028.22
4 Month 4, 5, and 6 O&M Summary Email and Semi-Annual O&M Report April 27, 2026 $12,238.05
5 Month 7, 8, and 9 O&M Summary Email July 26, 2026 $8,775.90
6, 1 Month 10, 11, and 12 Summary Email and Annual O&M Report December 27, 2026 $17,461.23
