The contract authorizes Geosyntec to conduct three subtasks: Project Management (Subtask 1), Groundwater Sampling (Subtask 2), and Annual Groundwater Monitoring Report Preparation (Subtask 3). Subtask 2 includes collecting depth-to-groundwater measurements from 15 existing monitoring wells, sampling five Passive Diffusion Bags already deployed in the wells, and redeploying new PDBs at five specified wells. Groundwater samples will be analyzed for Volatile Organic Hydrocarbons using EPA Method 8260B. Subtask 3 requires preparation of a comprehensive report containing field forms, data tables, two groundwater flow direction figures, updated PCE isocontour maps, and conclusions and recommendations, to be signed and sealed by a Florida-licensed geologist. The total Task Assignment value is $7,107.51 on a fixed unit rate basis, with a single deliverable due date of July 28, 2024 for submittal of the Annual Groundwater Monitoring Report. Subject: Scope of Work and Level of Effort Annual Groundwater Monitoring - 2024
Former Penthouse Cleaners 2442 South Volusia Avenue Orange City, Volusia County, Florida FDEP Facility ID ERIC_5539
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this scope of work (SOW) and level of effort (LOE) for annual groundwater monitoring at the Former Penthouse Cleaners (the “Site”; Facility ID ERIC_5539) located at 2442 South Volusia Avenue in Volusia County, Orange City, FL. This SOW/LOE incorporates comments provided by the Florida Department of Environmental Protection (FDEP) in the Annual Groundwater Monitoring Report - 2023 dated 24 July 2023 (Report). The SOW consists of three subtasks and is summarized below.
Subtask 1 – Project Management
Subtask 2 – Groundwater Sampling
Geosyntec will mobilize to the Site in May or June 2024. As recommended in the 2023 Report, Geosyntec will collect depth-to-groundwater measurements from 15 existing monitoring wells at the Site, collect groundwater samples from five Passive Diffusion Bags (PDBs) (already deployed within the monitoring wells from the last groundwater sampling event), and redeploy new PDBs at MW001, MW004, MW005, MW006, MW008. The monitoring wells include three Upper Floridan aquifer wells (MW001, MW004, and MW008) and two lower surficial wells (MW005 and MW006). Water quality parameters will not be collected as part of PBD sampling. Groundwater samples will be submitted for laboratory analysis of Volatile Organic Hydrocarbon (VOH) by Environmental Protection Agency (EPA) Method 8260B. Water remaining in the PDBs after sampling will be returned to the monitoring well from which it was pulled. IDW will not be collected or containerized during sampling activities. The 2024 sampling event will require one mobilization to the Site.
The Site property, located at 2422 South Volusia Avenue, Orange City, Florida (Parcel ID 30- 18-15-00-00-0300) is owned by Millstone Commercial LLC & Orange City Center, LLC. The existing agreement for this property was authorized in June 2019 by Kevin B Longe ( an agent of Millstone Commercial LLC & Orange City Center, LLC, and is still valid. However, the existing agreement should be updated to the latest FDEP site access agreement language.
Ms. Sarah Aduwa 18 March 2024
FR0857I/PENTHOUSE CLEANERS SOW-NAM 20243
Therefore, an updated Source-Property Access Agreement will be pursued but will not be required to be in place in order to collect samples.
Subtask 3 – Annual Groundwater Monitoring Report Preparation
Geosyntec will prepare a report summarizing sampling activities and results and provide conclusions and recommendations based on data evaluation. The report will contain field forms, tables summarizing field and laboratory data, figures showing groundwater flow directions (2), and a summary of the groundwater monitoring event. The PCE groundwater isocontour maps (2 depth intervals) will be updated with new analytical results. The report will be signed and sealed by a Florida-licensed geologist and one electronic copy of the final report will be submitted to the FDEP via email and uploaded to Geosyntec’s Sharepoint site for FDEP’s access as well.
Invoice and Deliverable Schedule:
Note that this schedule reflects a two-week FDEP review of the LOE. Geosyntec requests the following schedule of deliverables and invoices:
Subtask Deliverable Deliverable Date Invoice Amount
1, 2 & 3 Submittal of Annual Groundwater
Monitoring Report 28 July 2024 $7,107.51
TOTAL COST $7,107.51
We appreciate this opportunity to work with FDEP on this project. Feel free to contact us if you have any questions or require any additional information.
Sincerely, Melissa Shook Senior Staff Professional
