INITIAL SITE ASSESSMENT WORK PLAN
www.arcadis.com West Boca Plan Dry Cleaner - ISA Work Plan.docx 4
5 INITIAL SITE ASSESSMENT WORK PLAN
A flexible assessment approach will be used to create a site-specific unsaturated soil and groundwater database capable of determining the absence/presence and extent of chlorinated drycleaning solvents above soil and groundwater CTLs. In addition, potential risks and exposure pathways will be identified and a preliminary recommendations and design provided for remedial action, if justified. The proposed assessment activities will be completed in accordance with FDEP’s Standard Operating Procedures (SOP) (001/01), the site-specific HASP, Chapter 62-780 Florida Administrative Code (F.A.C.), and recent guidance provided in the July 13, 2022, Waste Cleanup Program Pollution Response Action Contract (WCP PRAC) meeting in Tallahassee, Florida.
Based on the reported historical PCE contamination in the groundwater (north of the rear door of the facility) and the anticipated depth-to-water (8 ft bls), multiple assessment methodologies are proposed. Unsaturated soil assessment will be completed by the installation of soil borings to the water table, soil sampling for fixed-based laboratory analysis of volatile organic compounds (VOCs) and completing a Modified Active Soil Gas Survey
(MAGS).
The first phase of groundwater assessment will be completed as follows:
installing a source area monitor well (MW001) inside the facility for fixed-based laboratory analysis of VOCs, completing vertical profiling using direct-push technology (DPT) for fixed-based laboratory analysis of VOCs;
and, installing monitoring wells to assess groundwater gradient conditions.
Following receipt and evaluation of the first phase of assessment, the scope of the next phase of investigation activities, such as additional monitor wells, will be developed in consultation with FDEP. The site assessment methods and techniques are described in detail below.
5.1 Site Preparation and Utility Locate
Arcadis will contact the current site operator and current property owner to share proposed sampling locations and advise schedule/notification requirements prior to completing field work. Arcadis will oversee a subsurface private utility locate using ground penetrating radar (GPR) on the site and surrounding areas. The purpose of the utility locate will be to establish/confirm the suspected locations of underground utilities (Sunshine State One Call will initially locate utilities on and surrounding the site). The initial site visit indicated the presence of underground water, sewer, natural gas and electrical lines.
5.2 Soil Assessment and Sub-Slab Soil-Gas Sampling
5.2.1 Unsaturated Soil Assessment
One continuous soil boring (SB001) will be installed in the rear of the facility to a depth of approximately 50 ft bg or into the basal confining clay at the bottom of the surficial aquifer to characterize site lithology. A lithologic log of the general geology at the site will be developed from the soil samples collected from this soil boring. Soil samples from each boring will be described by an onsite Arcadis geologist.
West Boca Plan Dry Cleaner - ISA Work Plan.docx 5
To confirm if past drycleaning operations at the site had an adverse impact to unsaturated soil quality conditions, up to six soil borings (SB001-SB006) for collection of soil samples are proposed for installation at the locations shown in Figure 3. The initial sample location will be placed in vicinity of the confirmed PCE impacts north of the unit; additional boring/sample locations will be placed within and surrounding the building. Soil boring locations may be adjusted based on the GPR results and location of the sewer lateral.
The soil borings will be installed using a hand auger and DPT. A concrete coring machine will be used to bore through the concrete floor inside the building to access the underlying soils. Soil samples at all soil borings will be collected at 0.5 ft bls, 2 ft bls, and then at two-foot depth intervals to a depth just above the water table (estimated to be at 8 ft bls). All soil samples (up to 5 samples/boring x 6 initial boring locations or a total of up to 30 soil samples) will be submitted to a fixed-based laboratory for confirmatory analysis of VOCs by EPA Method 8260.
Each soil sample will also be collected in encore samplers in anticipation of SPLP analysis. Six SPLP analysis are included in the initial costs. Following the sampling, the boreholes will be completed with MAGS wells as described below.
5.2.2 Modified Active Gas Sampling
MAGS is proposed for completion inside and outside the building. MAGS will be completed in general agreement with the Modified Active Gas Sampling Manual, dated October 12, 2004. Up to four MAGS wells (MAG01 – MAG04) will be installed. The MAGS points will be constructed of 2-inch diameter PVC with 0.010-inch slotted screen set approximately one foot below ground surface to approximately 7 ft bg. Final MAGS well construction will be field determined. One vapor sample will be collected from each MAGS well during the test for analysis of VOCs by EPA Test Method TO-15. Proposed MAGS well layout locations are depicted on Figure 3.
5.3 Groundwater Assessment
5.3.1 Groundwater Vertical Profiling
Groundwater assessment will be conducted utilizing vertical profiling by a direct-push drill rig to collect water samples for VOCs analysis. Four vertical profile (VP) locations (VP001 – VP004) are proposed as shown on Figure 3. Assuming the water table will be encountered at approximately 8 ft bg and the base of the surficial aquifer is approximately 50 ft bg, samples starting at the water table and at 10-ft depth intervals to a total depth of 50 ft-bls will be collected. Lithologic information from Soil Boring SB001 will be used to determine exact sample intervals. Each VP water sample will be submitted to a fixed-based laboratory for confirmatory analysis of VOCs by EPA Method 8260. Following sampling, each vertical profile borehole will be completed with a monitoring well as described below.
5.3.2 Monitor Well Installation and Sampling
Arcadis will hand-install a source area well inside the facility (MW001) into the water table to maximum depth possible at the location presented on Figure 3. The well will be constructed with 0.010-inch slot pre-pack screen, developed, and completed within a manhole. Arcadis will sample MW001 per SOP 001/01 methodology for laboratory analysis of VOCs using EPA Method 8260.
Arcadis will install up to four additional monitoring wells (MW002 – MW005) and utilize the interior monitor well MW001 (described above) to provide groundwater information. It is assumed that four shallow monitoring wells
West Boca Plan Dry Cleaner - ISA Work Plan.docx 6
(MW002 – MW005) will be installed with 10-ft of 0.010-inch slot pre-pack screen, between 2 to 12 ft bg using DPT (Figure 3). Final location, dimensions, including depth, and screen interval will be determined based upon groundwater elevations encountered during the initial assessment activities. Arcadis will also survey the top of casing elevations of MW001 – MW005 relative to common point so that the groundwater gradient can be determined.
Based on the results of the initial assessment activities and vertical profiling results, the installation of additional monitor wells and sampling analyses in a subsequent phase will be developed in consultation with FDEP. Also, sampling for per- and polyfluoroalkyl substances (PFAS) will be screened per FDEP guidance and tasked separately.
6 REPORTING
An Initial Site Assessment Report (ISAR) including field logs, photographs, laboratory reports will be submitted to FDEP within 30 days of receipt of laboratory data as an interim deliverable to document the fieldwork. The ISAR will provide a basis for the next phase of work which may include additional soil sampling, the installation of permanent monitor wells, a professional survey, etc. to be completed under a Task Assignment Change Order
(TACO).
A final Site Assessment Report (SAR) will serve as the final deliverable. The SAR will describe the results of the proposed site assessment tasks described in this Work Plan and will be delivered to FDEP within 60 days of completion of the field work. The SAR will contain field logs, laboratory reports, tables, and figures summarizing the results of assessment activities and include conclusions and recommendations based upon findings.
7 INVESTIGATIVE DERIVED WASTE
Investigative derived wastes (IDW - drill cuttings and purge water) generated during site assessment activities will be drummed, labeled and temporarily staged on-site in Department of Transportation (DOT)-approved, 55-gallon steel drums. Arcadis will coordinate with a waste disposal contractor for non-hazardous disposal of the IDW and provide copies of final disposal manifests to FDEP.
8 QUALITY ASSURANCE & QUALITY CONTROL
All fieldwork will be performed in accordance with FDEP’s SOP (001/01), and the site-specific HASP, to be submitted under separate cover prior to commencing field activities. Additionally, sample analyses will be performed by NELAP-certified laboratories to method practical quantitation limits. Appropriate QA/QC samples will be collected during the assessment.

This quote is based on information provided by you and is valid for 45 days from the bid date. Unless previously agreed, Cascade requires a 2-week notice prior to mobilization. Your firm is responsible for 1) Obtaining any site specific permits, 2) Locating and clearly marking underground installations or utilities, 3) Furnishing dig Alert numbers at least three working days prior to scheduled start date and proof of private locating services, 4) Obtaining access to site with no overhead wires within 20' of the holes. Cascade Drilling shall not be responsible for damages to underground improvements not clearly and accurately marked. If bedrock, cobbles, flowing sands or other adverse or unsafe drilling conditions are encountered, drilling may continue on a time and materials basis or be terminated at the discretion of Cascade. Additional costs may apply if scope is significantly changed. Well development by others may void some or all of Cascade warranties of workmanship and materials. Prices assume standard labor rates and no work hour restrictions. Due to a volatile pricing environment, Cascade is unable to guarantee the pricing for a period longer than SIX MONTHS from the date of the bid submittal. If the work extends past this DATE, the agreement can be amended to extend the period of performance and address any potential adjustment in pricing resulting from actual increases in costs of labor, materials, and fuel. If you would like to discuss it further, please feel free to reach out to Will Burdette.
