Subject: Proposal for Annual Groundwater Monitoring at Randolph Alterations and Cleaners, 615 West 4th Avenue, Tallahassee, Florida, FDEP Facility

Identification Number ERIC_4863.

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit this level of effort (LOE) and cost proposal for the annual groundwater monitoring activities at the Randolph Alterations and Cleaners Facility, located at 615 West 4th

Avenue, Tallahassee, Florida (FDEP Facility Identification Number ERIC_4863; “the Site”). This proposal includes one groundwater monitoring event, and one letter report summarizing field activities. The FDEP cost estimating spreadsheets are attached (Attachment A).

SCOPE OF WORK

Subtask 1 - Project Management

Subtask 1 is reserved for project management as specified by FDEP and is calculated automatically in the cost estimating form (Attachment A).

Subtask 2 - Pre-Groundwater Monitoring Activities (2023)

Arcadis is proposing to mobilize to the Site to conduct the following activities prior to conducting the 2023 Annual

Groundwater event. Because MW015 has been dry during all but three of the annual sampling events since 2012, Arcadis recommends well redevelopment activities and evaluating the need to install a replacement well. Arcadis also recommends tasking time to locate and access MW003 and MW010. Arcadis will submit an email summary of Subtask 2 activities prior to conducting the Subtask 3 groundwater monitoring event.

Subtask 3 - Groundwater Monitoring (2023)

Arcadis proposes to collect groundwater samples from nine monitoring (MW002, MW003, MW005, MW006, MW007, MW009, MW010, MW011, and MW015) in accordance with FDEP SOPs. Monitoring well locations are shown on the attached figure. Samples will be submitted to a certified laboratory for analysis by EPA Method

8260C or equivalent (VOHs only). Monitoring well purge water will be contained in 55-gallon drums, sampled for characterization, and disposed of properly. Monitoring well locations are shown on the attached Figures.

FDEP – Randolph Proposal 2023 www.arcadis.com 2

Arcadis will incorporate the data collected during the groundwater sampling event into a letter report summarizing the field activities. The report will include laboratory analytical data, figures presenting groundwater analytical data, and recommendations for the Site.

SCHEDULE

Arrangements for groundwater sampling activities will be conducted upon receipt of a Task Assignment (TA) from the FDEP.

ESTIMATED COST

A Cost Estimate Form and Level of Effort forms (CEF/LOE) that present estimated project costs are included as

Attachment A.

Please contact me if you have any questions regarding this proposal.
