Ms. Theresa Pepe Bureau of Waste Cleanup Division of Waste Management Florida Department of Environmental Protection 2600 Blair Stone Road, M.S. 4520 Tallahassee, Florida 32399-2400

Date: January 14, 2026 Subject: Proposal for 2026 Annual Groundwater Monitoring Concord Custom Cleaners #50 Site, 1245 West Lafayette Street, Tallahassee, Florida, FDEP Facility ID No. ERIC_4869.

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit this level of effort (LOE) and cost proposal for the annual groundwater monitoring activities at the Concord Custom Cleaners #50 facility located at 1245 West Lafayette Street, Tallahassee, Florida (FDEP Facility ID No. ERIC_4869; “the Site”; Figure 1). This proposal includes one groundwater monitoring event, and one letter report summarizing field activities. The FDEP cost estimating spreadsheets (Attachment A) are attached.

SCOPE OF WORK

Subtask 1 - Project Management Subtask 1 is reserved for project management as specified by FDEP and is calculated automatically in the cost estimating form (Attachment A).

Subtask 2 - Groundwater Monitoring (VOHs) Arcadis proposes to collect samples from the following monitoring wells MW005, MW007, MW010, MW013, MW015, MW016, MW017R, PZ002, PZ021, and PZ024. Samples will be submitted to a certified laboratory for analysis by EPA Method 8260C or equivalent (VOHs only). Monitoring well purge water will be contained in 55-gallon drums, sampled for characterization, and disposed of properly.

Arcadis proposes to inspect recovery wells; RW001, RW002, RW003, RW004, RW005, RW006, RW007, and RW008 to determine their status. Monitoring and recovery well locations are shown on Figure 1.

Subtask 3 - Reporting (VOHs) Arcadis will incorporate the data collected during the groundwater sampling event into a letter report summarizing the field activities. The report will include laboratory analytical data, figures presenting groundwater analytical data, a summary of the data, conclusions, and recommendations for future work at the Site.
