About this file

This document is a Task Assignment (TA) issued by the State of Florida Department of Environmental Protection (FDEP) to Arcadis U.S. Inc. for environmental remediation services at the former Prather's Laundry & Drycleaning site located at 1530 1st Street, Sarasota, Sarasota County, Florida. The TA is identified as DC026D under master Contract HW680 and is effective through June 12, 2026. The Department Project Manager is Theresa Pepe, and the Contractor's Project Manager is Gus Suarez.

The scope of work comprises four subtasks: (1) Project Management, (2) Annual Groundwater Monitoring for volatile organic compounds (VOHs) involving sampling of 13 wells using passive diffusion bags, (3) Reporting including a written Groundwater Monitoring Report with recommendations, and (4) PFAS sampling of two monitor wells using low-flow sampling techniques with analysis performed at FDEP's Tallahassee laboratory. The total TA value is $13,322.80 on a fixed unit rate basis. Invoicing is contingent upon FDEP approval of deliverables: $11,037.66 upon approval of the Annual Monitoring Report/IDW manifest/Project Management (due 05/15/2026) and $2,285.14 upon approval of PFAS sampling results (due 04/30/2026). The cost estimate includes direct labor, overhead, general and administrative costs, fringe benefits, travel expenses, laboratory analytical costs, and field equipment expenses. All activities will be conducted in accordance with the February 13, 2026 Work Plan submitted by Arcadis.

FACID NO. 58-9502850; ERIC_5441

Sarasota, Sarasota County FROM: Theresa Pepe, Project Manager SUBJECT: Task Assignment DC026D (HW680) DATE: February 17, 2026

Arcadis U.S. Inc. will perform annual groundwater monitoring from select wells at the site. Groundwater monitoring will ensure that natural attenuation of contaminants continues to occur. Additionally, select wells will be sampled for PFAS compounds. All activities will be conducted in accordance with the February 13, 2026, Work Plan submitted by Chad Hanna of Arcadis.

The final task assignment total is $13,322.80. Arcadis may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.

Subtask 2: Annual Groundwater Monitoring FDEP obtained an access agreement in 2006 with the City of Sarasota, who remains the real property owner of the former Prather’s site.

Arcadis will sample thirteen wells for drycleaning solvents using passive diffusion bags (PDBs). IDW will be disposed by a licensed waste hauler.

Subtask 3: Reporting Arcadis will submit a written report as the final deliverable including recommendations for additional actions as needed.

Prather’s Laundry

ERIC_5441

Subtask 4: PFAS sampling

Arcadis will sample two monitor wells for PFAS compounds using FDEP’s laboratory in Tallahassee. The wells have been chosen based on prior PFAS results and FDEP’s new guidance/flow chart.

Hours and costs are comparable to past task assignments of similar scope.

Theresa Pepe Hazardous Waste Cleanup Section Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, Florida 32399

Date: February 13, 2026 Our Ref: TBD Subject: Groundwater Monitoring Event Proposal

Former Prather’s Laundry and Drycleaning 1530 1st Street Sarasota, Florida FDEP Facility ID: ERIC_5441

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit to the Florida Department of Environmental Protection (FDEP) this proposal to complete groundwater monitoring and reporting activities for the former Prather’s Drycleaners site in Sarasota, Sarasota County, Florida (Site). This proposal includes a description of the proposed scope of work, and the associated estimated cost and schedule for their completion.

Scope of Work The scope of work is comprised of four tasks. The tasks include project management, groundwater monitoring for VOHs, reporting, and groundwater monitoring for PFAS. A brief description of each task follows.

Task 1: Project Management This task consists of project management activities and health and safety efforts in relation to the completion of Tasks 2 through 4.

Task 2: Groundwater Sampling for VOHs This proposal includes the sampling of 13 wells in February 2026 as listed below:

Surficial Aquifer: Monitor well MW030A; and, Upper and Lower Intermediate Aquifer Zones: Monitor wells MW04B, MW04C, MW04E, MW04F, MW05BR, MW11B, MW13B, MW13C, MW19B, MW19C, MW21B, and MW25C.

Ms. Theresa Pepe Florida Department of Environmental Protection February 13, 2026 www.arcadis.com

2026.02 - Prather's Cleaners NAM Proposal

2/3

Arcadis will collect samples from the PDB samplers by transferring the groundwater in the PDB samplers into laboratory supplied sample vials for the analysis of VOHs using Environmental Protection Agency (EPA) Test Method 8260. The samples will be analyzed by a fixed-based National Environmental Laboratory Accreditation Program (NELAP)-certified laboratory (Eurofins). After collecting each sample, a new PDB will be deployed in the monitor wells for future sampling purposes. During the groundwater sampling activities, a full round of water levels will be obtained to assist in calculating lateral and vertical flow gradients/direction in each of the subsurface depth-intervals. IDW generated during sampling activities will be containerized on-site and removed for transportation and disposal by a licensed waste hauler (Erwin Remediation, Inc.).

Task 3: Reporting A Groundwater Monitoring Report (GMR) documenting the sampling methodology and results, including updated tables summarizing the analytical results, figures depicting groundwater flow, estimated extent/magnitude of VOH and PFAS impacts, and laboratory report will be provided to the FDEP. The report will be signed and sealed by a Florida-registered professional geologist or engineer.

Task 4: Groundwater Sampling for PFAS Groundwater samples will be collected from MW-4B and MW-30A using the low-flow sampling technique and shipped to the FDEP laboratory in Tallahassee, Florida for PFAS analysis. Results will be included in the GMR described above and a comprehensive table will be maintained with all PFAS data obtained for the Site. IDW generated during the PFAS sampling activities will be combined with the VOH sampling IDW and transported off- Site once both events have been completed.

Cost Estimate and Schedule A CEF is attached for the above scope of work. The total cost to complete this scope of work is $13,322.80 (Attachment 1). Arcadis proposes the following invoicing schedule:

Completion of groundwater monitoring field activities $7,935.33 Annual GMR submittal and PM $5,387.47

Arcadis proposes to complete the annual groundwater sampling event in February 2026. The GMR will be submitted within 60 days of receipt of the laboratory analytical data.
