Ms. Theresa Pepe Bureau of Waste Cleanup Division of Waste Management Florida Department of Environmental Protection 2600 Blair Stone Road, M.S. 4520 Tallahassee, Florida 32399-2400

Date: January 17, 2025 Subject: Proposal for Annual Groundwater Monitoring at Herman Jackson Cleaners, 1981 San Marco Boulevard, Jacksonville, Florida; FDEP Facility Identification Number ERIC_4587.

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit this level of effort (LOE) and cost proposal for the annual groundwater monitoring activities at Herman Jackson Cleaners, 1981 San Marco Boulevard, Jacksonville, Florida (FDEP Facility Identification Number ERIC_4587; “the Site”; Figure 1). This proposal includes one groundwater monitoring event, and one letter report summarizing field activities. The FDEP cost estimating spreadsheets (Attachment A) is attached.

SCOPE OF WORK

Subtask 1 - Project Management Subtask 1 is reserved for project management as specified by FDEP and is calculated automatically in the cost estimating form (Attachment A).

Subtask 2 - Groundwater Monitoring (VOHs) Arcadis proposes to collect groundwater samples from 14 monitoring wells and 5 injection wells (MW002, MW004, MW005, MW006, MW009, MW010, MW011, MW013, MW017, MW020, MW022, MW025, MW026, MW027, IW-1, IW-3S, IW-3D, IW-4S, and IW-4D) in accordance with FDEP SOPs. Monitoring well locations are shown on attached figures. Samples will be submitted to a certified laboratory for analysis by EPA Method 8260C or equivalent (VOHs only). Monitoring well purge water will be contained in 55-gallon drums, sampled for characterization, and disposed of properly. Arcadis also proposes to conduct a top of casing survey of monitoring wells IW-4S, IW-3S, MW025, MW027, IW-4D, and IW-3D during the groundwater monitoring event. Monitoring well locations are shown on attached figures.

FDEP – Herman Jackson Cleaners Proposal January 2025 www.arcadis.com Herman Jackson AGM proposal_jan25

Subtask 3 - Reporting (VOHs) Arcadis will incorporate the data collected during the groundwater sampling event into a letter report summarizing the field activities. Based on the concentrations of target analytes in injection wells IW-3D, IW-4S, and IW-4D, Arcadis will evaluate the need to conduct an ethyl lactate injection event. The report will include laboratory analytical data, figures presenting groundwater analytical data, and recommendations for the Site.

SCHEDULE

Arrangements for groundwater sampling activities will be conducted upon receipt of a Task Assignment (TA) from the FDEP.

ESTIMATED COST

A Cost Estimate Form and Level of Effort forms (CEF/LOE) that present estimated project costs are included as Attachment A.

Please contact me if you have any questions regarding this proposal.

Mr. O’Sullivan:

The price for the transportation and disposal (T&D) of one (1) 55-gallon drum of non-hazardous water impacted with drycleaning solvents at your site located in Jacksonville, FL will be $110.00 per drum/total.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.
