Subject: Proposal for 2022 Annual Groundwater Monitoring and Monitoring Well

Replacement at Concord Custom Cleaners #50 Site, 1245 West Lafayette

Street, Tallahassee, Florida, FDEP Facility ID No. ERIC_4869.

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit this level of effort (LOE) and cost proposal for the monitoring well replacement and annual groundwater monitoring activities at the Concord Custom Cleaners #50 facility located at

1245 West Lafayette Street, Tallahassee, Florida (FDEP Facility ID No. ERIC_4869; “the Site”; Figure 1). This proposal includes one monitoring well installation event, one groundwater monitoring event, and one letter report summarizing field activities. The FDEP cost estimating spreadsheets (Attachment A) and subcontractor quotes

(Attachment B) are attached.

SCOPE OF WORK

Subtask 1 - Project Management

Subtask 1 is reserved for project management as specified by FDEP and is calculated automatically in the cost estimating form (Attachment A).

Subtask 2 - Monitoring Well Replacement

During the 2021 groundwater sampling event Arcadis was unable to sample MW017 because it damaged and needed to be replaced. See attached Figure 1 for monitoring well location.

Arcadis proposes to properly abandon MW017 under the supervision of a Florida-licensed well driller. The well will be abandoned by filling with a Portland cement and potable water mixture using a tremie pipe from the total depth of the well to the top of the casing (approximately 0.5 foot below ground surface). Following monitoring will abandonment activities, Arcadis proposes to install a replacement monitoring well (MW017R) to an approximate depth of 15 feet below ground surface (bgs). The proposed monitoring well will be constructed of 2-inch diameter schedule 40 PVC casing with 10 feet of 0.01-inch slotted screen. The annulus surrounding the PVC casing will be filled with 20/30 sand filter pack to approximately 2 feet above the slotted screen. A 2-foot layer of fine sand will be placed above the sand filter pack. The remaining annulus will be filled with a cement/grout mixture and completed with a standup metal casing in a 2-foot by 2-foot concrete pad.

FDEP – Concord Custom Cleaners #50 Proposal 2022 www.arcadis.com Concord 50 AGM and MW Install proposal_Feb2022

The drilling subcontractor will be responsible for obtaining well-abandonment and well-construction permits.

Investigation-derived waste (IDW) from the installation of the wells will be placed in 55-gallon drums, sampled for characterization, and disposed of properly. We have estimated that 3 drums of IDW will be generated and have estimated disposal costs. Upon receipt of the waste characterization from the soil sample, Arcadis will complete a draft waste profile for FDEP approval.

During a previous sampling event Arcadis noted that MW001 had been paved over. Arcadis will attempt to locate

MW001. If Arcadis can locate MW001, the drilling subcontractor with uncover it, and replace the surface completion to bring it up to grade. Subcontractor quotes are included in Attachment B.

Arcadis estimates that well replacement will take approximately one day to complete including well replacement, surface completion location and replacement, surveying, and well development. Subcontractor quotes are included in Attachment C. Because of the offsite location of the replacement well and expected low concentrations of chlorinated ethenes at this location, one composite soil sample will be collected from the drums for characterization. Arcadis will coordinate the off-site access with the property owner located at the proposed replacement well location. Upon completion of monitoring well replacement activities, Arcadis will a prepare a brief email summary of this work for submittal to FDEP.

Subtask 3 - Groundwater Monitoring (2022)

Arcadis proposes to collect samples from seven monitoring wells (MW001, MW013, MW015, MW017R, PZ002, PZ009, and PZ024), two surface water samples (SW001 and SW002) in accordance with the FDEP SOPs.

Samples will be submitted to a certified laboratory for analysis by EPA Method 8260C or equivalent (VOHs only).

Arcadis also proposes to collect groundwater elevation measurements in the following wells: MW001, MW013, MW015, MW017R, PZ002, PZ009, and PZ024. Monitoring well purge water will be contained in 55-gallon drums, sampled for characterization, and disposed of properly. Monitoring well locations are shown on Figure 1.

Arcadis will incorporate the data collected during the monitoring well replacement event and the groundwater sampling event into a letter report summarizing the field activities and laboratory analytical data. The report will include figures presenting groundwater analytical data, and recommendations for the Site.

SCHEDULE

Arrangements for monitoring well replacement and groundwater sampling activities will be conducted upon receipt of a Task Assignment (TA) from the FDEP.

ESTIMATED COST

A Cost Estimate Form and Level of Effort forms (CEF/LOE) that present estimated project costs are included as

Attachment A.

This is a cost estimate subject to our stand terms and conditions, not a fixed price bid. Due to the variable nature of subsurface conditions, site acess constraints, and/or site specific information not made known to JSA prior to mobilization, work will be billed on the above unit costs unless otherwise agreed in writing. The client will be responsible for loss or damage to any and all equipment and any associated extra costs, as a result of adverse, risky or unknown site conditions, by requesting field staff to attempt work that is normally beyond the capabilities of the equipment. The client is responsible for any disposal of Investigation Derived Waste (IDW) generated during services unless otherwise stated. At JSA's discretion, a restock fee may be imposed on the invoice for well materials not utilized due to changes in scope by client. Payment terms are net 30 days upon receipt of invoice unless otherwise stated in writing prior to initiation of work.
