About this file

This document provides a template for contractors to use in submitting cost estimates for construction projects to the Air Force. The AF Form 3052 Construction Cost Estimate Breakdown Template includes sections for contractors to itemize direct and indirect costs by material, labor, equipment, and overhead. Contractors must submit cost data in this standardized format to enable the Air Force to conduct detailed cost analysis. Supporting instructions describe how to complete each column to fully disclose the contractor's estimating process and assumptions. This allows effective price negotiations and ensures cost and pricing data can be properly verified for contract awards resulting from proposals that use this template.
