MULTIPLE AWARD BASIC ORDERING AGREEMENT (BOA)

FOR GENERAL CONSTRUCTION SERVICES
STATEMENT OF WORK (SOW)
1. DESCRIPTION OF WORK
1.1 Background
Cannon Air Force Base (CAFB), home to the 27th Special Operations Wing under the jurisdiction of the Air Force Special Operations Command, is located in eastern New Mexico, approximately 7 miles southwest of Clovis, NM in Curry County. CAFB occupies about 5.3 square miles of land, to include 368 buildings. CAFB is also home to the Melrose Air Force Range (MAFR), which is located approximately 25 miles west of CAFB, outside the town of Melrose, NM. The range is approximately 70,000 acres and provide a unique place for realistic training of ground and air force general purpose and special operations forces.
The facilities on base range from large industrial buildings which support overhaul and testing of aircraft, aircraft parts, engines and airframes to office space, warehouses, computer facilities, dining facilities, dormitories, medical facilities and other community support facilities such as the base exchange and commissary.
The utilities on base include but are not limited to water supply, storage and distribution;
electrical distribution and backup generators; natural gas distribution; sanitary and industrial waste sewage collection and treatment; storm sewers; facilities for the generation and distribution of steam, chilled water, and compressed air; and Petroleum, Oil, and Lubricants (POL) storage and hydrant fueling.
1.2 Program Description
The Multiple Award Basic Order Agreement (BOA) is a written agreement between CAFB Contracting and a contractor who would be required to accomplish a broad range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects affecting real property at CAFB. Work performed under this agreement will be complex in nature, require multiple construction trades, and will require detailed engineering design.
The primary goal of the BOA is to expedite order award by reducing CAFB design work and acquisition lead time. The proposed agreement would consist of projects that would fall within one of the following categories: 1) Design‐Build; 2) Partial Design‐Build; or, 3) Construction Only.
Classification would be defined in each Task Order Proposal Request (TOPR) for each individual project.
As projects are identified, the Government will issue a Task Order Proposal Request (TOPR) that will describe the Government’s requirements for each project how contractors' subsequent proposals shall be submitted. At the conclusion of the proposal process, projects will be awarded as Orders against the Basic Order Agreement.
1.3 Classifications of Work
Project classification will fall within one of the following categories: Design‐Build, Partial Design‐Build, or Construction Only. Classification will be defined in the Task Order Proposal Request (TOPR) for each individual project.
There will be no Design‐Only projects under the Basic Ordering Agreement.

1.3.1 Design‐Build
Under this method, the Contractor provides both the design and construction services for a project; in the Design‐Build process, final design solutions are provided by the Contractor, not the Government.
The Government will provide a SOW/SOO, drawings, and other preliminary documents as necessary to establish requirements for the work to be accomplished; these documents will be equivalent to a 15% or greater design effort. If awarded an Order for the project, the Contractor will complete the design to the 100% level, to include drawings, specifications design analysis, and other documentation as required by the Government. During design, Contractor will provide interim (35‐65%), and pre‐final (95%) and final (100%) design submissions for government review, comment, and approval, as directed by the SOW/SOO.
Upon completion of design, and acceptance by the Government, Contractor shall commence with construction in accordance with approved design and the order requirements.
Design‐Build projects may be further classified as follows:
1. Conventional Design‐Build: The process by which the Contractor provides a complete design before construction activity begins.
2. Fast‐Track Design‐Build: The process by which the Contractor provides a complete design;
however, construction may begin at a mutually agreed point prior to completion of the design.
1.3.2 Partial Design‐Build
Under this method, the Government provides the design; the contractor will be required to further develop portions of the design and provides construction services for a project. This method will be generally be utilized for non‐complex or repetitive work types of projects where full design cost and effort is not warranted.
The Government will provide a SOW/SOO, drawings, and other documents as necessary to establish requirements for the work to be accomplished; these documents may be equivalent to a 35% or greater design effort. If awarded an Order for the project, the Contractor shall complete the additional design efforts required by the SOW/SOO to produce a set of working documents for use during construction.
The extent of the Contractor's design effort will depend upon the complexity of each project;
generally the design effort may require the services of a registered architect (RA) or licensed professional engineer (PE). In those instances when the Government determines professional certification of the design is necessary, the requirement will be indicated in the project SOW/SOO. Examples of work requiring RA/PE certifications include: life safety plans; fire suppression and alarm plans; and pre‐engineered structures.
Upon completion of design, and acceptance by the Government, Contractor shall commence with construction in accordance with approved design and the order requirements.
1.3.3 Construction Only:
The Government will provide a 100% design package, including SOW, drawings, specifications, and other documents as necessary to establish requirements for the work to be accomplished.
If awarded an Order for the project, Contractor shall commence with construction in accordance with the design and the order requirements.

2. WORK BY THE GOVERNMENT
The Government is not obligated to issue any particular type of work under this agreement and reserves the right to accomplish work using Government workforces or by other contracts as the Government deems necessary or desirable, and to do so will not breach or otherwise violate this agreement.
3. PERFORMANCE CAPABILITIES
The Contractor is required to furnish all materials, labor, plant, tools, transportation, equipment, testing services, quality control and incidentals necessary to design and construct complete and fully operational systems. The final product provided by the Contractor shall conform to Government‐accepted commercial/industrial quality standards with regards to fit, finish, form and function as detailed in each TOPR Statement of Work/Objectives; the TOPR Technical Specifications; and industry standards as typically referenced to and utilized by the trades industries.
The Contractor shall provide sufficient technical support and project management to assure quality and completeness of responses to TOPRs; process submittals in a timely manner;
accommodate a number of concurrent ’active‘ projects; assure quality and safety for construction projects in progress; and perform according to schedule.
At a minimum, the Contractor shall maintain the following management and technical support capabilities throughout the duration of this agreement.
3.1 Contractor Personnel
3.1.1 General Requirements
The Contractor shall ensure that employees and subcontractor employees have current, valid licenses and certifications necessary to perform their functions. Any cost or time associated with obtaining licenses or certifications shall be at the Contractor’s expense. Identification badging instructions will be addressed upon award of the Basic Ordering Agreement.
The Contractor shall not employ any person who is or was an employee of the US Government if the employment of that person would create a conflict of interest.
Personnel shall be easily recognized as a contract employee or sub‐contractor. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company name and employee name. The badge shall be displayed on the outer clothing, on the front of the body between the neck and waist and must be visible at all times. The badge shall clearly identify the individual as a contract employee.
3.1.2 Key Personnel
The Contractor shall, at a minimum, provide the following key personnel as well as those listed per the CAFB General Specifications.
The contractor shall ensure that key personnel have the required experience listed in the CAFB General Specifications. Exceptions or variances to experience requirements must have prior approval from the Contracting Officer (CO)/Contracting Officer's Representative (COR).
Exceptions/variances will be considered where the contractor can demonstrate comparable experience and/or competency.
Forward any requests for variance to the CO; include resumes for personnel, listing the qualifications to be considered (e.g. education, experience, professional certifications, etc.)
for each individual for whom a variance is requested.

Required experience levels shall be maintained throughout the duration of the agreement.
When personnel changes are required, resumes and a revised organization chart shall be submitted to the CO within five (5) business days of a vacated or filled position.
3.1.2.1 Contract/Program Manager
The Contract Program Manager will be responsible for the overall performance of this agreement. The Contract Program Manager should have a minimum of ten (10) years combined experience in the following positions: Project Superintendent, Quality Control Manager, Project Manager, Project Engineer or Construction Manager with general contracting firm engaged in multi‐trade commercial construction contracts. The individual should have at least two (2) years' experience as a Project/Program Manager. The name of Contract Program Manager shall be designated in writing to the CO upon award of the Basic Ordering Agreement.
The Contractor may designate an Alternate Contract Program Manager(s) who may act on behalf of the Contractor when the Contract Program Manager is absent. Qualifications for the Alternate(s) are the same as for the Contract Program Manager. Alternate Contract Program Manager(s) shall be designated in writing to the CO.
The Contract Program Manager or Alternate shall have direct oversight of all project planning, design, and construction activities. The Contract Program Manager shall provide overall contract management, including full authority to develop proposals, negotiate and sign Orders, provide subcontract purchasing and administration, review material submittals and shop drawings, and shall attend all status meetings, site visits and pre‐final/final inspections.
The CO must be able to contact the Contract Program Manager or Alternate by phone at all times. Throughout the life of this agreement, the Contract Program Manager or Alternate shall be available to meet with the CO at CAFB, Building 600 during standard business hours.
Active Orders: within one (1) hour after notification by telephone or email.
No Active Orders: within 24 hours after notification by telephone or email.
3.1.2.2 Quality Control Manager (QCM)
The QCM is responsible for management of the Contractor Quality Control Program.
The name of QCM shall be designated in writing to the CO upon award of the Basic Ordering Agreement.
The Contractor may designate an Alternate Quality Control Manager(s) who may act on behalf of the Contractor when the QCM is absent. Qualifications for the Alternate(s) are the same as for the QCM. Any alternates shall be designated in writing to the CO.
The QCM/ Alternate, or a designated assistant/technician shall monitor each active project site (i.e., where work is being performed) daily to ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with the approved construction drawings, shop drawings, material submittals and technical specifications.
The QCM shall coordinate and review all design submissions; material and shop drawing submittals, including those of subcontractors, offsite fabricators and suppliers; prepare QC reports; schedule and coordinate testing procedures; and attend all status meetings, site visits, and pre‐final/final inspections.
QCM should have a minimum of an Associate’s degree in any field of construction or an Associate’s degree in an administrative discipline. QCM shall also have a minimum of five (5) years combined experience as a superintendent, inspector, QC manager, project manager, or
‐ 5 ‐ construction manager on similar type construction contracts, which included the major trades that are part of this agreement. The individual must be familiar with the requirements of EM 385‐1‐1 and have experience in the areas of hazard identification and safety compliance. In addition to the above, the QCM shall have completed the course Construction Quality Management for Contractors and have a current certificate. The qualification requirements for the Alternate QCM shall be the same as the QCM.
The QCM or Alternate(s) cannot be Construction Project Manager, Superintendent, or Program Manager.
3.1.2.3 Site Safety and Health Manager
See Attachment 02 – CAFB General Specifications, Section 01 35 26, Para 1.6.1.1 on page 93.

3.1.2.5 Project Superintendent(s)
In addition to the below, see Attachment 02 – CAFB General Specifications, Section 01 11 00, Para
3.4.3 on page 4.
Superintendents are primarily responsible for managing and coordinating day‐to‐day product and schedule adherence for each individual Order.
Superintendents must have a minimum of five (5) years of experience in construction with at least two (2) of those years as a superintendent on projects similar in size and complexity to the requirements of the individual Orders. The individual must be familiar with the requirements of EM 385‐1‐1 and have experience in the areas of hazard identification and safety compliance. The name of the Superintendent shall be designated in writing to the Contracting Officer upon award of each individual Order.
The contractor may designate an alternate Project Superintendent for each Order, who may act on behalf of the contractor when the Superintendent is absent. Qualifications for Alternates are the same as for the Superintendent, except previous experience as a superintendent is not required.
Subcontractors cannot and will not be used as Alternates. Any Alternates shall be designated in writing to the Contracting Officer upon award of each individual Order.
Either the Superintendent or the Alternate shall be at the project site at all times when work is being performed. Superintendents shall provide on‐site supervision, submit bi‐weekly project reports for each Order; schedule and coordinate subcontractors and material suppliers; and attend all status meetings, site visits, and pre‐final/final inspections. The Superintendent or Alternative(s) cannot be the QCM.
3.1.2.6 Design Project Manager (if utilized)
Design Project Manager will be responsible for the overall performance of the design portions of individual Orders issued under this agreement. The Design PM shall be a degreed engineer or architect with at least five (5) years’ design experience on projects similar in size and complexity. The name of the Design Project Manager shall be designated in writing to the Contracting Officer upon award of each individual Order.

The Design Project Manager shall provide direct oversight and overall management of the design process for individual Orders, including: coordinating day‐to‐day production; schedule adherence;
quality control of all design submittals; verification that designs meet applicable codes and standards, including Air Force/DoD standards; review of material submittals and shop drawings; and answering construction RFIs related to the design. The Design Project Manager shall attend all Order related design status meetings, initial pre‐design meetings and site visits, and design review conferences.
3.1.2.7 Construction Project Manager(s) (if utilized)
In addition to the below, see Attachment 02 – CAFB General Specifications, Section 01 11 00, Para
3.4.2 on page 4.
The Construction Project Manager shall have a minimum of ten (10) years of experience in construction with at least five (5) of those years as a superintendent on construction projects in similar size and complexity. The name of the Construction Project Manager shall be designated in writing to the Contracting Officer upon award of each individual Order.
The Construction Project Manager shall have direct oversight of project planning, design, and construction activities for individual Orders. The Construction Project Manager shall provide overall project management, including: full authority to develop proposals, provide subcontract administration, review material submittals and shop drawings, and shall attend all status meetings, site visits, and pre‐final/final inspections.
3.2 Additional Capabilities
The Contractor shall also provide and maintain the following capabilities to support this agreement:
3.2.1 Design/Drafting
The Contractor’s design capabilities are of utmost importance. The Contractor’s design staff or design subcontractor shall have multidiscipline design experience to execute a full range of design. The contractor’s design team shall include architectural and engineering personnel with experience in the following disciplines: Civil, Land Surveying, Geotechnical (Soils Engineer), Architectural, Interior Design, Landscape Architecture, Structural, Mechanical, Electrical, Fire Protection, and Environmental.
Contractor will be required to provide as‐built (record) drawings in accordance with the requirements of CAFB General Specifications.
All construction drawings, specifications, and design calculations produced by the Contractor and design consultants shall be affixed with the stamp or seal of the Architect or Engineer of Record. Contractor shall utilize individuals and firms that are licensed/authorized to offer engineering or architectural services in the State of New Mexico.
3.2.2 Subcontractors
All subcontractor firms shall be licensed in the State of New Mexico in their specialty where required.
4. MANAGEMENT PLAN
Included in the Contractor’s response to the initial BOA Invitation must be a management plan detailed as follows:

4.1 Home Office Management and Support
Describe the home office organization, responsibilities, and lines of authority established for the agreement. Describe the plan for subcontract acquisition, execution, and administration.
Describe material purchasing system and capabilities. Describe resources available and capabilities to support this agreement concurrently with other on‐going or new work, including capabilities to manage and execute several concurrent orders.
4.2 Organizational Chart
Include an organizational chart detailing the organization described in the proposal, including the required positions described in Section 3.1 – Contractor Personnel in this SOW. Include names of personnel assigned to the required positions; proposed subcontractors; and their areas of responsibility. Clearly delineate on‐site from off‐site personnel.
Upon award of the agreement, the organizational chart shall be updated and provide to the Contracting Officer on a quarterly basis, or as significant changes in key personnel happen, whichever comes first. In addition to the information discussed above, the updated organizational chart shall also include contact information for personnel in key positions;
indicate vacant required personnel positions in the organization; and provide a list of assigned Orders for each designated Project Superintendent.
4.3 Support for Orders
Describe capability and commitment to support an on‐site management team, including a sole source of responsibility for both design and construction of any Orders. Describe how they will manage, supervise, and coordinate the subcontractor’s work and who in the organization will be responsible for this management and coordination. Discuss which resources are available but will not be present at the site. Describe the role of the design team in response to an Order.
Describe how warrant support, unforeseen site conditions, design errors, etc. for individual Orders will be handled by your organization.
5. DESIGN REQUIREMENTS
When Partial Design‐Build or Design‐Build are specified as the execution by the SOW/SOO, the Contractor shall incorporate design in accordance with CAFB General Specifications. All design and construction accomplished pursuant to this agreement shall fully comply with the Government’s design requirements as well as the most current governing codes, and CAFB General Specifications.
All design specifications shall incorporate all relevant sections of the CAFB General Specifications.
5.1 Minimum Guidance Documents
The Contractor, as a minimum, is required to comply with the current editions of each of the publications for design of each Order; codes/standards/regulations referenced by these publications are included to the extent referenced. The term “current” is to be understood to mean “Most current as of date of the issuance of the TOPR”.
CAFB General Specifications are updated annually. Electronic copies of the most current edition of these standards are included as attachments to this SOW; any updates to these standards and/or specifications will be included as attachments to the BOA.
The following listing is neither all‐inclusive, nor in priority order; additional codes/standards/ regulations may be further specified within each Order, based on the project requirements.

In case of conflict between the order documents; governing UFCs, codes, or standards; and the CAFB General Specifications, the most stringent shall apply; however, it is recommended that the Contractor submit a request for information (RFI) to the Government for resolution.
5.2 Design Submittals
5.2.1 Preliminary Design (35% Design)
The preliminary design shows the essential components of the proposed design and conveys that the Contractor fully understands the Order requirements and has included all elements of work to complete the project.
The documents shall include the following minimum information, as required by the project SOW/SOO and IAW with CAFB General Specifications:
Changes necessary to comply with Government comments/scope refinements resulting from the initial design conference
Site plans, floor plans, elevations, building sections, and wall sections that have been further developed from preliminary documents provided by the government
Locations of existing and new equipment for mechanical, plumbing, electrical, etc.
Single line schematic drawings for mechanical, plumbing, electrical, etc.
Preliminary schedules for mechanical, plumbing, electrical, etc.
Listing of proposed specification sections for the project
Design analysis that includes design narrative and analysis including code analysis by all disciplines
Listing of Government furnished materials
Copies of previous design review comments and responses; previous meeting minutes;
and documentation of any other communication between the Government and the Contractor that influenced the design.
5.2.2 Intermediate Design (65% Design)
Intermediate design builds upon the 35% design and demonstrates that design development is in full progress. Intermediate Design begins after Government approval of the Contractor’s responses to the Government’s review comments on the Preliminary (35%) Design.
The documents shall include the following minimum information, as required by the project SOW/SOO and IAW with CAFB General Specifications:
Any changes necessary to comply with Government comments to the preliminary design
Complete site and landscaping plans
Architectural plans with complete floor and roof plans; elevations, building sections, wall sections; door/window/hardware schedules; interior/exterior finish schedules;
color boards; other details and notes as required
Structural plans
Mechanical, fire protection, plumbing, and electrical plans with details, notes, and complete equipment schedules. Equipment layouts showing clearances required for maintenance and/or code.

Specifications in rough draft (edited, with all non‐applicable information removed and all 'bracketed' items addressed; include all redlines and strikeouts)
Submittal Register based generated from draft specifications
Design analysis that includes design narrative and analysis. The design analysis shall include all design assumptions and calculations for all disciplines, code analysis by all disciplines, manufacturers’ material and equipment cut sheets for major equipment/fixtures
Listing of Government furnished materials, equipment and property
Updated construction schedule to include any work phases to accommodate Government operations
Copies of previous design review comments and responses; previous meeting minutes;
and documentation of any other communication between the Government and the Contractor that influenced the design.
5.2.3 Pre‐Final Design (95% Design)
The pre‐final design represents what the contractor believes to be a complete design, ready for construction to begin. Pre‐Final Design begins after Government approval of the Contractor’s responses to the Government’s review comments on the Intermediate (65%) Design.
The documents shall include the following minimum information, as required by the project SOW/SOO and IAW with CAFB General Specifications:
Any changes necessary to comply with Government comments to the intermediate design
Complete plans and specifications (redlines/strikeouts removed)
Final Submittal register
Final design analysis
Color boards and finishes
Final listing of Government furnished materials
Final construction schedule to include any work phases to accommodate Government operations
Copies of previous design review comments and responses; previous meeting minutes;
and documentation of any other communication between the Government and the Contractor that influenced the design
5.2.4 Final Design (100% Design)
Final 'issued for construction' versions of documents submitted for Pre‐Final (95%) review.
The documents shall include the following minimum information, as applicable to the project and IAW CAFB General Specifications:
Any changes necessary to comply with Government comments to the pre‐final design
Sealed plans and specifications
Sealed design analysis

6. QUALITY CONTROL
It is the Contractor’s responsibility to provide, inspect, and document the level of quality that has been established by the minimum standards of this Statement of Work (SOW) and the CAFB General Specifications. The QCM shall direct the execution of the Contractor’s QC Plan.
6.1 Inspection System
The Contractor shall establish a three‐phase inspection system which monitors the execution of any task completed under this agreement. The Contractor must specify the areas to be inspected on a scheduled or unscheduled basis, how often inspections will be accomplished, and titles of the individuals who will perform the inspections.
6.2 Deficiency Prevention
The Contractor shall establish a method for identifying, correcting, and preventing future recurrence of quality deficiencies; this includes deficiencies within the same Order (i.e. a deficiency addressed in an initial phase of an Order shall not recur in follow‐on phases) and in future Orders awarded to the Contractor.
6.3 Inspection Files
The Contractor shall maintain records of all required inspections conducted by the QCM and the necessary corrective actions taken. This documentation shall be submitted to the Government weekly (with the order progress reports) throughout the life of each Order.
7. STAGINGAREAS
7.1 Staging Areas
A permanent on‐base storage area will not be made available for Contractor owned material/equipment.
A Staging Area is not guaranteed however, as necessary for each Order, the Contractor shall make an official request and may be assigned an area located on or near each construction site to stage materials, store equipment and tools, and maintain miscellaneous items. If approved, the Contractor’s storage area shall conform to CAFB General Specifications, and shall be utilized for the purpose of the Order only, or as authorized by the CO. All equipment, materials, supplies, etc. required to establish and maintain the staging area shall be at the Contractor’s expense. Portable buildings and structures may be used in these staging areas; however, the space shall not be used for occupancy.
All Contractor supplied materials and equipment are the sole responsibility of the Contractor.
The Government is not liable for the theft, vandalism, or damage (to include acts of God) of any Contractor supplies, equipment or property. The Contractor shall take necessary steps to secure their materials and protect all equipment from damage.
8. START‐UP PERIOD
The first thirty (30) calendar days following award of the basic agreement shall be designated as a start‐up period, after which the Contractor shall have all equipment and personnel in place to fully execute the requirements of this agreement.
9. DOCUMENT REQUIREMENTS
All documents shall be submitted in accordance with CAFB General Specifications.

The Contractor shall submit all documents electronically, unless noted otherwise either in the project SOW/SOO, CAFB General Specifications, or as directed by the CO. This requirement is in addition to any other requirement throughout this agreement. If any other specification or section requires hard copy documents, the Contractor shall submit these documents in both hardcopy and electronic copy to the CO unless directed otherwise by the CO.
All documents submitted by the Contractor requiring a signature shall be submitted to the CO with an electronic digital signature. All documents submitted by the Contractor requiring further action and signature by the Government shall be capable of being digitally signed and saved by the Government representative(s) as required.
10. CORRESPONDNENCE
All electronic correspondence related to the awarded agreement shall be addressed to the CO, Contract Specialist, Government PM, Construction Inspector, and the COR. Hardcopy correspondence will be addressed to the CO and the Contract Specialist.

All electronic correspondence from the Contractor regarding a specific project shall follow a standardized subject line naming convention. Subject line for all electronic correspondence shall be as follows:

11. COMMUNICATION
The Contractor shall ensure that the PM, designated Alternate PMs and the Project Superintendents can be contacted at any time by telephone throughout the period of this agreement.
Contractor shall include contact information for all required positions in their updated organizational charts.
12. JOBSITE VERIFICATION / GOVERNMENT‐FURNISHED RECORD DRAWINGS
The Contractor is responsible for researching the Government provided as‐built drawing files for preparation of their proposals and subsequent design/construction activities. Additional record drawings, showing existing facilities and underground utilities, are available to the Contractor through the 27th SOCES, Engineering Support Section.
The Government does not guarantee the accuracy or adequacy of existing as‐built/record drawings. The Contractor is REQUIRED to verify all dimensions and actual conditions, including availability/suitability of potential mechanical/electrical tie‐ins identified by the Government, when developing proposals and subsequent design/construction activities.
If required, escorts for secure areas will be provided upon notification to the Contracting Officer.
Failure to verify the dimensions and actual conditions will be at the Contractor’s risk and shall not relieve the Contractor of responsibility for any design work performed by the Contractor and will not give the Contractor a basis for reimbursement of cost increases.
13. COMMENCEMENT, PROSECUTION, COMPLETION AND PAYMENT FOR WORK
13.1 Order of Precedence
For each Order issued, in the event of a conflict or inconsistency between any of the provisions of this contract, precedence shall be applied in the following order:

Any portions of the accepted Order proposal which both conform to and exceed the requirements of the BOA.
The provisions of the TOPR, including.
All other provisions of the accepted Order proposal
Any design products including, but not limited to, plans, specifications, engineering studies and analyses, shop drawings, and equipment installation drawings.
Any inconsistency in this solicitation or contract shall be resolved by giving precedence in the following order:
The Schedule (excluding the specifications).
Representations and other instructions.
Contract clauses.
Other documents, exhibits, and attachments.
The specifications
13.2 Notice to Proceed (NTP)
Upon approval of the Contractor’s performance bonds and insurance, and completion of the pre‐performance conference, the CO will issue the NTP. The period of performance for each Order begins with issuance of the NTP and ends with acceptance/approval of the final progress report.
13.3 Worksite Layout Plan
The Contractor shall submit for approval, a detailed worksite layout plan a minimum of ten (10) calendar days prior to start of work. This plan shall show the Contractor's planned construction site layout and will be accompanied by photographs of the existing site prior to start of work. As a minimum, the plans(s) shall include:
Utility connection points
Equipment and material storage areas (including quantity, and size of all storage trailers/boxes with an ID number)
Construction entrance(s) (including temporary stabilized construction entrance where required)
Haul roads
Proposed Contractor employee parking areas
Temporary sanitation facilities perimeter fencing
Tree preservation fencing
Placement of safety signs (e.g., hard hat area, etc.)
Refuse container locations

13.4 Submittals
All submittals shall be sent to the 27 SOCES Project Manager, Construction Inspector, and COR, with a copy to the Contracting Officer and Contract Specialist.
The Contractor shall submit all preconstruction and material submittals for approval by the Government.
The Contractor proceeds at their own risk by installing any products prior to approval of the material submittals and shall be solely responsible for all replacement costs at no additional cost to the Government.
The Contractor shall identify all material substitutions that deviate from the requirements of the project documents, information provided in Contractor’s proposal, and/or the technical specifications. Failure to identify these material substitutions at time of submission may result in the Government rejection and removal of such work at no additional cost to the Government.
The Government reserves the right, after award of the Order, to request additional submittals required by the technical specifications that may have been inadvertently omitted from the submittal register.

13.4.1 Submittal Register
Contractor will be provided with an editable version of the Government’s submittal register as a part of the TOPR.
Within ten (10) calendar days after issue of the NTP for each Order awarded under this agreement, or as otherwise directed by the CO, the Contractor shall review, revise, and submit the submittal register for approval. Contractor is to remove items they do not believe are applicable to the project and add submittals for additional equipment or materials that they believe should be reviewed and approved by the Government.
For any items that the Contractor believes should be removed, provide an explanation as to why that submittal should not be included.
13.5 Contract Schedule
In accordance with FAR 52.236‐15, Schedules for Construction Contracts, for each awarded Order, the Contractor shall submit a baseline order schedule to the CO for approval within five
(5) calendar days after the NTP is issued. An approved schedule will be required prior to commencement of work.
EXCEPTION: for Orders with a performance period of less than sixty (60) calendar days, this requirement may be waived by the CO.
Schedules shall be developed in accordance with CAFB General Specifications; schedules will be submitted utilizing one of the following formats:
Bar Chart Schedule, AF Form 3064 ‐ Construction Progress Schedule, or an approved equivalent.
Format to be utilized will be specified IAW SOW for each individual Order.

The order schedule shall generally match the estimated schedule submitted with the Contractor's accepted Order proposal, with the following additional information included:
Order start (NTP) and end dates
Additional detail/breakdown of major work elements, as necessary
For Bar Chart Format schedules, a Schedule of Values, showing the value of each work element as a percentage of the total order. All work element line entry percentages shall reflect negotiated costs.
All order schedules will reserve, as a minimum, the final 10% of an Order for post construction/pre‐final inspection items such as as‐built drawings, training, O&M manuals, etc.
Contractor shall keep the order schedule current, reflecting actual start and end dates for work elements, activity progress, and plan for completing the remaining work.
In addition, the Contractor shall submit updated baseline order schedules when directed by the CO. Examples of when a new baseline schedule may be required include: instances where the period of performance has been revised through order modification; or as part of a 'get well plan' for construction that is behind schedule, as determined by the CO.
13.6 Contract Progress Reporting
Progress reports are used for computing payments, and for monitoring the progress against the Contractor’s proposed/baseline schedule.
The Contractor shall develop a progress report utilizing AF Form 3065, Contract Progress Report.
The progress report shall utilize the same work elements and schedule of values/cost loading data developed for the Order Schedule.
Contractor shall submit a draft version of the progress report to the CO for approval within five (5) calendar days after the NTP is issued (with the baseline Schedule).
After approval, the Contractor shall submit progress reports bi‐weekly, or as directed by the CO, throughout the life of the Order. For each progress report, the Contractor shall include the following:
1. Percentage of work completed for each work element during the reporting period.
2. Cumulative percentage of work completed for each work element to date.
3. Cumulative percentage of work completed for all work elements (percent of order completion).
4. Scheduled cumulative percentage of work completed for all work elements, based on the baseline order schedule (scheduled percent of order completion).
5. Quality Control Reports upon request.
The Government Project Manager, Construction Inspector, and the COR will review the Contractor's reported progress, and provide a recommendation to the CO to approve or disapprove the progress report.
In the event that the Contractor's reported progress deviates from the baseline order schedule, the CO may elect to hold progress meetings.

13.7 Inspection by the Government
Government representatives (Construction Inspector/COR) will monitor the Contractor’s progress on each active Order and identify any non‐compliant items while performing technical surveillance of workmanship. Access to the jobsite must be provided to government contracting and technical representatives at all times. The working 100% drawings (redlines) must be on the jobsite and available for review during all work hours.
13.8 Field Changes
The Contractor and the Government may agree to perform no‐cost field changes. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing quantities of negotiated line items or adding new line items to the order.
Examples of field changes include: relocating a new door 2’ away from planned location;
rerouting planned location of sidewalk to avoid a tree (when quantities are not significantly changed); installing wallpaper border at chair rail instead of at ceiling, etc. It shall be the responsibility of the Contractor to coordinate all field changes with any other affected subcontractors/disciplines.
All field changes shall be incorporated into the working as‐built drawings and initialed/dated by the Contractor and a Government representative (usually the Construction Inspector/COR). Field changes shall be incorporated into the Record Drawings (as‐ builts). The COR shall be notified of all field changes in writing.
13.9 Meetings
13.9.1 Post‐Award Conference
The Contracting Officer will conduct a post‐award conference as soon as possible after Order award. Participation by the contractor’s PM, QCM, Project Superintendent, Design Program Manager (when applicable), and representatives for any major subcontractors is mandatory. The Contracting Officer will provide an agenda, meeting goals, meeting plan and time to participants prior to the meeting. As a minimum, the following will be addressed during the conference:
1. The Contracting Officer will introduce the project delivery team members, facility users, facility command representatives, and installation representatives.
2. Contractor will introduce key personnel, major subcontractors, and other needed staff.
3. The Contracting Officer will define expectations and duties of each participant.
The Contract Specialist will develop a meeting roster with complete contact information including name, office, project role, phone, and email address for distribution to all participants and will also provide minutes of the meeting to all participants. This may be combined with the Pre‐Construction Meeting for Non Design‐Build projects.

13.9.2 Progress Meetings
The Contractor shall schedule quarterly meetings to discuss status of all awarded Orders. In addition, at the direction of the CO further meetings maybe scheduled to discuss Orders that are behind schedule or that have outstanding issues. The Contractor shall prepare minutes of the meeting and provide a copy to all parties in attendance. Should any party not concur with the minutes, they shall state the areas of non‐concurrence in writing to the Contractor within four (4) business days of receipt of the minutes.
The CO will require progress meetings and/or ‘get well’ plans to any project that may be behind schedule. When required, the Contractor shall provide 'get well' plans within three (3) working days of notification.
