SUBJECT: Communications Inputs to:
1. The requirements of the following reference documents will be used all communications work supporting this effort:
A. UFC 3-580-01, Telecommunications Interior Infrastructure Planning and Design
B. Air Force Base Area Network Functional Specification (AFBAN-FS) 2017
C. EIA/TIA Communication Standards, (most current standard date at time of contract award)
D. NEC standards
E. RUS standards
F. CAFB Labeling Standards 2011
G. AFSSI 7703, Protected Distribution Systems (PDS)
H. CNSSI 7003, Protected Distribution Systems (PDS)
2. 27 SOCS provides the following local guidance for subject project: Due to the unique nature of this requirement and the cables traversing the site, the following details are offered to maintain connectivity to critical base capabilities. This callout is based on this project providing all Comm requirements.
Telecommunication Room (TR)/POP (Ref A):
- Locate telecommunications spaces central to the areas they serve and in such a manner that the maximum cable length from the patch panel through the structured cabling system to the furthest outlet does not exceed 295 feet (90 m).
- TRs must be dedicated spaces not shared with other functions (i.e., electrical rooms, mechanical rooms, etc.).
- Based on the size and configuration of the facilities, they will each require one dedicated
Communications Room servicing the facility. The communications room must be a minimum of 10’ x 11’ in each facility. (Ref A)
- Floors, walls, and ceilings shall be treated to minimize dust. Finishes shall be light in color to enhance room lighting. Floors shall have anti-static properties. (Ref: TIA 569-C)
- Minimum clearance height in the space shall be 8ft without obstructions. Suspended ceilings will not be used. (Ref A)
- Telecommunications spaces shall be free of water and/or drainpipes not directly required in support of the equipment in the room. (Ref: TIA 568-C)
- TR doors must be a minimum of 36” (1 m) wide, 80” (2 m) tall, without doorsill, hinged to open outward and be fitted with a lock to control access to the room. The room will be secured with Best EZ series Electronic Lock with programming item.
- A minimum of one wall should be covered with 3/4 in (19 mm) A/C grade plywood. The backboard shall be 4ft x 8ft sheets, mounted vertically, and with the bottom of the plywood mounted 6 inches above the finished floor with best side toward the room. The plywood shall be finished with two coats of fire- retardant paint (should be painted prior to any installation). Plywood shall be permanently fastened to the wall by means of wall anchors utilizing galvanized, zinc plated, or stainless steel hardware with a flat head.
Finished installation shall have flush appearance with counter sunk screw heads to prevent splitting of plywood (Drywall screws are not acceptable). (Ref: TIA 569-C)
- Ensure environmental controls; heating, ventilation, and air conditioning (AC/HVAC), maintain an ambient temperature within the manufacturers recommended parameters at all times within the communications closet.
- The Communications Room will provide primary communications support to the facility.
- Provide each Communications Room with its own independent thermostat for climate control, capable of supporting year round ambient temperature control (24 hours/day, 365 days/year), to protect all installed electronic equipment as defined in TIA-569-C and
TIA-569-C-1. The mechanical system designer of record must determine what type of system is necessary to meet the temperature and humidity requirements (e.g., zoned, dedicated, split core). Do not include heating and cooling systems on building time clocks or other temperature setback means for telecommunications spaces. Provide rooms with positive atmospheric pressure to minimize dust.
- Wireless HVAC controls will not be used.
Communications Cabinets:
- Two post racks will not be used IAW Ref A.
- Provide and install Two (2) 24 inch, x 36 inch deep, minimum 42U high, free standing, secure-type cabinets in each Communications Room IAW the reference documents.
- One communications cabinet will include OSP/ISP fiber and copper termination. The second cabinet will house all network equipment.
- Cabinet equipment location within the comm. room will be provided by the contractor during design.
- Cabinets will have vertical equipment mounting rails to accept M6 cage nuts.
- Cabinets will have vertical or horizontal Rack Bonding Busbars connected to the TMGB.
Outside Plant infrastructure and MH and Conduit System:
- All newly installed single-mode fiber optic cables will be terminated using “SC” type factory ends, fusion spliced to the cables. Mechanical terminations will not be accepted.
- All cables will be labeled when entering and exiting a facility or manhole conduit. All maintenance loops will be labeled with the cable identifier and the length of the maintenance loop. CAFB labeling standard will be provided to the communications contractor by 27 SOCS/SCXP and used by the contractor.
- All cables will be labeled with the cable identifier and strand/pair count at all patch panels/terminal blocks. CAFB labeling standard will be provided to the communications contractor by 27 SOCS/SCXP and used by the contractor.
- A new MH and duct system must be created to reroute these cables and provide a pathway for service to the new facilities. No single conduit run will exceed 500 feet without a manhole/handhole.
- As a minimum, two four inch conduits, one with three (3) 3x3 Maxcell innerduct will be installed between manholes/handholes and to facilities.
- New MH’s will be required, they will be, H-20 rated manholes with a standard dimension of 6’ X 8’ X 7’ (width, length, height). Manholes shall be furnished with a ladder, cable racks, a sump, and a grounding system. Manholes shall meet the requirements of
TIA/EIA-758. Prefabricated manholes are preferred. Manhole covers shall be labeled with 1/8” raised letters stating “COMMUNICATIONS”. Note: Manhole covers shall be lockable. It will be equipped with a 36 Inch lid size.
- Cable racks shall be installed in new manholes. All racks will be on rack extensions
(standoff brackets). Splices shall not be supported by the cables that enter each end of the splice case. Telecommunications industry standard cable hooks of the appropriate length shall be used to support cables and splice cases. The cable hooks shall be secured using cable rack locking clips. All cables shall be supported using racking clips, cable racks, and cable hooks.
- All MH’s will be equipped with locking MH covers with locks. See attached info on type of system required.
- The ducts shall be corrosion resistant and 4-inch inside diameter (I.D.) round or metric equivalent. The ducts shall be made of EPC-40 Polyvinyl Chloride (PVC) (Schedule 40)
IAW NEMA TC-2. The only exception to use of Schedule 40 ducts is horizontal directional drilling (boring) only under pavement; in this specific instance high density polyethylene (HDPE) SIDR 11.5 in accordance with (IAW) current version of ASTM
D2239 can be substituted for placement under pavement. Schedule 40 rated products such as Carlon Bore-Gard or equivalent products which are rated Schedule 40, are also acceptable for use in horizontal directional drilling (boring). The ducts shall be appropriately labeled indicating the composition material. Ducts shall have a sleeve or bell end type coupling and shall be watertight when assembled.
- All ducts will be sealed with duct seal or equal.
- Installation of underground conduits/ducts shall be IAW RUS Bulletin 1751F-643; RUS
Bulletin 1753F-151. Ducts across roads, sidewalks, parking areas, or areas to be paved, etc. shall be installed a minimum of 36" below grade. Ducts below or crossing any roadway shall be concrete encased. In manholes with knockouts, ducts shall start at the bottom knockout, allowing for upward expansion in the manholes. Where there are no knockouts, new penetrations for new ducts shall be a maximum of 12 inches from the corner in the walls of the existing Manhole; the ducts shall not be simply centered on the wall or enter through the floor. All ducts not installed at crossroads, sidewalks, parking areas, or areas to be paved, etc. shall have a minimum of 36 inches ground cover, where possible. The Contractor shall provide other protective measures, concrete cap, etc., in those areas where the minimum ground cover cannot be achieved. Grading of ducts shall be accomplished IAW RUS Bulletin 1751F-643.
- All bends between manholes (whether HDPE roll pipe materials or PVC materials) shall be a minimum 40-inch radius with the sum of bends in all directions not exceeding a total of 90 degrees. Only one 90-degree bend shall be allowed between manholes. Ducts shall have bell ends and enter a manhole perpendicular to the surface of the wall through which it is entering. All ducts/innerducts entering manholes must be sealed. For geotextile multicell fabric innerduct (Maxcell) installed as part of this project, the contractor shall reference the manufacturer’s installation instructions for cutting and coiling geotextile ends, for tying off innerduct pull strings and for the installation of duct seal in ducts where innerduct is placed. Universal duct plugs or removable putty sealants may be used. Upon completion of conduit sections, a test mandrel ¼” (6.4mm) smaller than the inside diameter of the conduit shall be pulled through one of the two ducts to ensure proper alignment. In addition, all ducts shall be cleared of loose materials such as concrete, mud, dirt, stones, etc.
- All vacant ducts (or ducts with a single innerduct) installed shall be provided with a waterproof corrosion resistant pull rope for future cable installation. The pull rope shall extend into the manhole and be secured to the cable rack or pulling iron, etc.
- When communications ducts cross either power duct or buried power cable, maintain a minimum separation of 3 inches of concrete or 12 inches of well-tamped earth between the two or 12 inches of well tamped earth when parallel; for pipes (e.g., gas, water, oil) maintain 6 inches when crossing or 12 inches when parallel. All utility separations must be IAW NFPA 70 (National Electric Code) as a minimum.
- Along the length of the duct run, if the ducts are installed by trenching, spacers shall be placed at an interval of four (4) spacers per 20 feet and cable warning tape shall be buried one (1) foot below the surface and shall follow the duct route. The tape shall be a minimum of three inches wide and orange in color with the appropriate warning message.
At least one duct will have tracer wire or be otherwise locatable from the surface.
- When new entrance conduits/ducts or sleeves are required, the Contractor shall bore and install the necessary holes and install the ducts or sleeves, if knockout doesn’t exist.
Penetration shall not be in such a location through the wall as to block use of existing ducts in the manhole. New ducts will be a minimum of 18 inches from either the manhole floor or ceiling, if practical; also, the new ducts shall be a maximum of 12 inches from the corner in the walls of the existing manhole. The minimum bending radius for entry conduit/ducts shall be no less than 10 times the inside diameter of the conduit. Ducts and openings around ducts shall be sealed to prevent moisture from entering the manholes.
Maintenance Loops:
- When new cabling is installed, provide 30 feet of maintenance loops coiled in the first and last and every third manhole.
- A minimum maintenance loop of 25 feet of cable shall be installed on all cables entering and leaving a manhole splice case.
- All maintenance loops installed within manholes shall be formed and secured, and the secured loop must be supported by a total of two cable rack steps.
- Rack steps are to be positioned so the highest one supports the underside of the top of the coil and the bottom step supports the underside of the bottom of the coil. In the event there are more than one cable maintenance loop installed in a manhole, each loop is to be formed and secured separate from the other loops.
- All maintenance loops shall be recorded on the manhole racking diagrams, as to their physical location in a manhole and the total length of the loop.
ISP Unclassified Cabling:
- All Patch panels should be installed from the top down.
- Unclassified communications premise wiring shall be CAT 6 or higher and blue in color.
All wiring will be within the walls in conduit and it will exit into a communications raceway with in the hallways running to the communications room. Proper cable management will be used at all times. (Ref A)
- All premise wiring jacks will be the same color as the face plate and terminate in the project provided lockable cabinet onto RJ-45 Patch Panels. Proper cable management will be used at all times. Utilize the T568B wiring configuration to terminate Category 6 wiring.
- One dual jack for every 6ft of wall space in a room, or if space prohibits, at least one quad jack per wall in room.
- Label all jacks and new cables using the provided labeling standard.
- Provide test documentation for all copper cabling installed.
- One phone line located near the door will be installed within the TR and mechanical rooms.
- Dual jacks will be installed within all mechanical rooms to support the EMCS and other
CE type system requiring network connection. The contractor installed EMCS and/or
Base CE will provide required location.
- All new cabling will be installed to meet communications standards as identified in referenced documents.
- All LAN/Data system installations shall be tested for CAT-6 and FO cable performance per EIA or the latest approved version of the ANSI/TIA/EIA standards. Test results will be provided to the 27SOCS.
Power:
- Power will be installed to the Communications Room and the Dedicated IT Room IAW
Ref A. Provide a dedicated electrical branch circuit panel board in Communications
Room with the following minimum requirements: 120/208 volt, 3-phase or 120/240 volt, 1-phase, 24-(or 20 for 1phase) space panel with a minimum 100 ampere (A) bus rated capacity.
- Feed all electrical loads within the Communications Room, except lighting, from this dedicated Communications Room panel.
- Loads must include, but are not limited to, convenience receptacles, dedicated rack or cabinet receptacles, and HVAC systems (including exterior units for split systems).
Provide 125V, 20A duplex convenience receptacles at 6 feet (1800mm) intervals on center around perimeter walls.
- One 110VAC 20-Amp outlet, using NEMA 5-20R connections will be installed on each wall within the comm. Room.
- All receptacles and corresponding breakers will be labeled to location.
- Power must be installed above each project provided cabinet mounted to the communications tray or in ceiling space IAW Ref A.
- Power must be installed for each project provided cabinet:
o One 208VAC 30-Amp circuit using L6-30R twist lock connections, on its own independent circuit above each equipment cabinet mounted to telecommunications cable tray or ceiling space within 12 inches of top of cabinet.
o One dedicated110VAC 20-Amp circuit using L5-20R twist lock connections, on its own independent circuit above each equipment cabinet mounted to telecommunications cable tray or ceiling space within 12 inches of top of cabinet.
o One dedicated 115 VAC 20-Amp circuit using NEMA 5-20P plug duplex outlet on its own independent circuit above each equipment cabinet mounted to
Grounding:
- Grounding will be installed IAW Ref A and C.
- Proper communication equipment grounding will be provided in all communications rooms and to each cabinet using green or green-striped # 6 gauge wire.
Classified Network:
- Classified network is required for this facility. Install the classified network distribution
IAW Ref G & H. If the Communications Room is not within an Open Storage Area, provide and install a GSA approved Information Processing System (IPS) container within the first floor main communication room. If the Communications Room is within an Open Storage Area, install a 24-inch, free standing, secure-type cabinet within the
Communications Room. If an IPS container is required, recommend Hamilton IPS
Model 54-45-24 or equal be installed with the following items. Provide a minimum of 36 inch separation between the Classified Network Cabinet/Container and Unclassified network cabinets.
1. IPS-54-45-24 - Class 5, GSA Approved Information Processing System
Container (IPS). Includes two (2) fans, 10" dia., 550 CFM free air each, cable entry, Gray
2. 489-IPS-SS - Class 5, Sliding Shelf for IPS containers. Parchment

4. 489-IPS-R19 - Class 5, ETA Rack Rail Width: 19"
5. IPSHB - Class 5, Hoffman Box,
6. IPSCP - Class 5, Extra Cable Port,
7. 19RAIL - Class 5, Conversion kit for 19" rack mounts (set of 2),
8. 20FLTR - Class 5, 12 x 20 IPS Filter (set of 12),
- Extend a protected distribution system outside of any open storage area to the IPS container.
- At a minimum, two locations (4 Drops) per standard size room (10 X 10) will be provided. Further detail will be provided once a classified network design drawing is provided. Final locations and amounts will be made based on design and customer requirements.
- All classified network drops will be 50/125 micron, Multi-Mode fiber optic cable. All fiber runs will be inside of a Protected Distribution System (PDS) conduit between the
IPS safe/cabinet and the end user locations, terminating in GSA approved lockboxes.
Within an open storage area the fiber will be installed in the cable tray within its own section and separated from all other cables. All connections will be terminated using female LC duplex connections.
- Two network RJ-45 Jacks will be installed within the container or cabinet.
- Provide OTDR fiber test results in a PDF format for all fiber installed and test documentation for all copper cabling installed.
IPS Container:
- Provide two Cat 6 RJ-45 circuits terminated in a duplex outlet in the IPS safe. See above on details on the required safe.
- Power must be installed for each project provided cabinet:
o One 208VAC 30-Amp circuit using L6-30R twist lock connections, on its own independent circuit above each equipment cabinet mounted to telecommunications cable tray or ceiling space within 12 inches of top of cabinet.
o One dedicated110VAC 20-Amp circuit using L5-20R twist lock connections, on its own independent circuit above each equipment cabinet mounted to telecommunications cable tray or ceiling space within 12 inches of top of cabinet.
o One dedicated 115 VAC 20-Amp circuit using NEMA 5-20P plug duplex outlet on its own independent circuit above each equipment cabinet mounted to
PDS conduit:
- Install one 6”x6”x4” pull box at every tee and every 50 feet along the main conduit run.
- All PDS conduit runs will use approved metal conduit and will be run on the outside of the wall a minimum of one (1) inch from the wall and all obstructions. Each joint shall be sealed with epoxy and easily inspected. PDS conduit will be installed below the false ceiling at the highest available area on wall or suspend it to have at least 1” of separation from wall and ceiling to provide 360 degree visibility. See CNSSI 7003 for installation information.
General Info:
- Contractor shall comply with all federal, state, local, and site-specific codes, regulations, statutes, commercial standards as applicable, in performance of this work.
- All new cabling will be installed to meet communications standards as identified in referenced documents.
- All LAN/Data system installations shall be tested for CAT-6 and FO cable performance per EIA or the latest approved version of the ANSI/TIA/EIA standards. Test results will be provided to the 27 SOCS along.
- The Contractor shall provide as-built documentation for all installed MH conduit system butterfly drawing showing fiber routing within and thru the system. Butterfly and building penetration drawing information listed on the Butterfly drawing examples in Attachment 1 at the end of this document will be recorded for all new installations and submitted in an easily read electronic format such as PDF. Scanned data sheets or legible sketches are acceptable if the listed information is provided.
3. The above must be considered during the programming/requirements identification of new
MCPs and O&M renovation projects with the understanding that the 27 SOCS reserves the right to change or modify as mission dictates. Further coordination and in-depth communications engineering will be required as the project proceeds into the design phase.
