ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION
2021 CONSTRUCTION GENERAL PERMIT
SWPPP TEMPLATE
Instructions
To help you develop the narrative section of your construction site SWPPP, the DEC has created this electronic SWPPP template, designed to guide you through the SWPPP development process and ensure your SWPPP addresses all the necessary elements stated in the Construction General Permit (CGP). You should use this template with the Alaska Storm Water Guide, available on the ADEC’s website at http://dec.alaska.gov/media/13246/akswguide.pdf.
This template covers the SWPPP elements required by Alaska’s construction general permit; however, you must customize this template to reflect the conditions at your site.
Using the SWPPP Template
Each section of this template includes “instructions” and space for “project information.” You should read the instructions for each section as you complete the project information. This template was developed in Word so you can easily add tables and additional text. Some sections may require only a brief description while others may require several pages of explanation.
Tips for completing the SWPPP template
If there is more than one construction operator for your project, consider coordinating development of your SWPPP with the other operators. Multiple operators may share the same SWPPP, but make sure responsibilities are clearly described.
Modify this SWPPP template so it meets the needs of your project. Consider adding permit citations in the SWPPP when you address a specific permit requirement.

3.2 Project Site Specific Conditions (5.3.3)
Instructions:
Briefly describe the existing site conditions, including:
• Mean annual precipitation based on nearest appropriate weather station (5.3.3.1). Precipitation data for Alaska weather-recording stations are available at the Western Regional Climate Center Internet website: https://xmacis.rcc-acis.org/.
• Soils, topography, drainage patterns, approximate growing season, and vegetation.
• Evidence of site contamination.
Mean annual precipitation based on nearest weather stations (inches): Insert Text
Soil Type(s) and Slopes (describe soil type(s) and current slopes; note any changes due to grading or fill activities): The regional geology of northern Prince of Wales Island is comprised of bedrock of the Alexander Terrane, consisting of three regional geologic units listed in order from the beginning of project to end of project: Heceta Limestone, Bay of Pillars Formation, Descon Formation. The glacial history of southeast Alaska plays an important role in the present topography and distribution of sedimentary deposits consisting of sediments mantling bedrock that have been overridden by glacial ice .
Landscape Topography: The topography of the project area is characterized by mountainous terrain less than about 1,000 feet in elevation. The mountains are divided by valleys and lakes trending generally either north to northwest, or to the west. The project lies completely within the North Prince of Wales-Kuiu Carbonates ecological subsection. This subsection is predominately underlain by carbonate (limestone and marble) bedrock and smaller amounts of conglomerate, mudstone, and sandstone. Well-developed karst landscapes characterize this subsection. The soils in the area range from moderately good to poor drainage.
Drainage Patterns (describe current drainage patterns and note any changes due to grading or fill activities):
Drainage varies throughout the project area, however with 0ver 85 inches of precipitation annually much of the project area drains slowly with soils saturated to the surface and mucky soils.
Approximate Growing Season: May 15 to September 15
Type of Existing Vegetation: mature spruce trees, alder and willow shrubs. Moss and grasses cover the organic rich areas.

Historic site contamination evident from existing site features and known past usage of the site: A Phase 1 Environmental Site Assessment conducted in August 2014 was conducted in general conformance with the scope and limitations of ASTM Practice E 1527-13 and USEPA AAI standards for the Neck Lake Road Reconstruction project corridor. The ADEC Contaminated Sites Database (ADEC 2014) listed the Whale Pass Log Transfer Facility as having been issued a No Further Action approval letter from Alaska DEC for remediation of soil contaminated with diesel fuel; institutional controls are in place for residual groundwater contamination in fractured bedrock. Based on results of this Phase I ESA, there is a low likelihood of contamination present in the project corridor.
4.0 NATURE OF CONSTRUCTION ACTIVITY (5.3.4)
4.1 Scope of Work
Describe the general scope of work for the project, major phases of construction, etc.
The Project is to reconstruct Neck Lake Road from the junction with North Prince of Wales Island (NPOWI) Road to the Whale Pass Seaplane and upgrade the road from a single lane logging road to an AASHTO Geometric Design of Very Low-Volume (<400 ADT) Local Roads with an 18' travel way with 1' shoulders. The road would be aggregate surfacing depth of 12 inches and a double-shot Bituminous Surface Treatment. The 8.0-mile Neck Lake Road Reconstruction project was designed in two separate segments. Segment 1 involves Forest Road (FR) 25 from Forest Highway (FH) 43 to the log transfer facility (LTF) approach. Segment 1 is about 3.9 miles long and has been designed for a design speed of 30 mph.
4.2 Project Function (5.3.4.1)
Briefly describe the function of the construction activity (e.g., low-density residential, shopping mall, subdivision, airport, highway, etc.).
Neck Lake Road is Very Low-Volume (<400 ADT) Local Road with an 18' travel way with 1' shoulders.
4.3 Support Activities (As Applicable)

Rock from the Descon Formation exists along Segments 1 and 2 and was analyzed for its acid-generating and acid-neutralizing potential. Areas along Segment 2, from milepost (MP) 78.6 to MP 79.3 on NFSR 3000000, have the potential to generate acid rock drainage (ARD) and would not be used in the proposed road improvements.
Rock from these areas would not be used in areas that have the potential for surface water or groundwater exposure. Also, material would not be used from the quarry at the easternmost 0.2 mile of the project in the town of Whale Pass on NFSR 3065000 that is privately-owned.
