About this file
This document is a technical memorandum that summarizes the results of acid-base accounting (ABA) testing and an evaluation of the acid rock drainage (ARD) potential for a federal highway construction project.
The key details are:
- The project, named AK PFH 58(1), involves the reconstruction of 1.6 to 2.4 miles of Neck Lake Road in southeast Alaska. The work includes roadway excavation, rock blasting, drainage, embankment, and other typical highway construction activities.
- ABA testing was conducted on 88 rock samples collected from the project alignment. The results indicate that the majority of the samples (78 out of 88) are classified as non-potentially acid generating (non-PAG) material. However, a limited number of samples were identified as potentially acid generating (PAG) or having uncertain ARD potential, primarily in the areas of proposed rock cuts.
- The memorandum recommends that an experienced person be appointed to monitor rock cuts during construction and to identify any differences from the initial material characterization. It also outlines potential ARD mitigation options, such as alignment shifts, encapsulation, or subaqueous placement, that may be required for any PAG material encountered.

Neck Lake Road ARD Memorandum by the letter suffix to the sample number – for example, sample ABA-03-A was collected in 2018 from the same outcrop as sample ABA-03 collected in 2016. Golder also provided FHWA with guidance on sampling of rock core acquired in 2016. Samples from the rock core were collected by FHWA to generate composite samples representing nominal 10-foot depth intervals for BH16-03, BH16-14, and BH16-16. Each composite sample was made up of individual samples consisting of similar rock type.
2.1.2 Laboratory Test Results and Interpretation
ABA laboratory testing was completed by SVL Analytical in Kellogg, Idaho on samples submitted by FHWA and USFS. Laboratory reports from SVL Analytical are presented in Appendix L of Golder (2017), with the
2018 ABA sample laboratory test results attached to this technical memorandum. The ABA laboratory test results are compiled in Table 1, which contains the following:
Sulfur speciation results (total, non-extractable, non-sulfate, pyritic, and sulfate sulfur)
The acid neutralization potential (ANP)
Paste pH (USFS samples only)
The acid generation potential (AGP) calculated from pyritic sulfur, which represents the reactive (i.e. oxidizable) fraction of the sulfur present
The net potential ratio (NPR), defined as ANP/AGP
The net neutralization potential (NNP), defined as ANP-AGP
ARD potential classifications based on the NPR and NNP, culminating in a final ARD determination that includes professional judgment
2.1.3 Determination of ARD Potential
Golder’s evaluation of the ABA results follows the guidance in MEND (2009)1. Based on NPR values, samples are classified into the following three categories in terms of their ARD potential:
Potentially Acid Generating (PAG) material: NPR < 1
Uncertain PAG material: 1 ≤ NPR ≤ 2
Non-PAG material: NPR > 2
An alternative approach to classification of ARD potential makes use of the NNP, with the following three categories:
PAG material: NNP < -20 kg CaCO3/ton
Uncertain PAG material: -20 ≤ NNP ≤ 20 kg CACO3/ton
Non-PAG material: NNP > 20 kg CACO3/ton
As shown by the results in Table 1, the two classification methods generally show good agreement. The final determination of ARD potential then also takes into account the amount of pyritic sulfur present: below
1 MEND, 1991, Acid Rock Drainage Prediction Manual, A Manual of Chemical Evaluation Procedures for the Prediction of Acid Generation from Mine Wastes, Mine Environment Neutral Drainage, Project 1.16.1b.
Robert Peccia & Associates 3 1788309 a certain pyritic sulfur threshold (typically in the 0.1 percent to 0.3 percent range), acid generation does not occur, regardless of the NPR and NNP designations.
For the final ARD determination in Table 1, out of a total of 88 samples reviewed by Golder (including three samples from Quarry 27-1 and one USFS sample at the Log Transfer Facility), seven samples are classified as PAG, three samples are classified as uncertain PAG, and 78 samples are classified as non-PAG. Sample locations in Figure 1 are color-coded according to the final ARD determinations in Table 1: red (PAG material), orange (uncertain PAG material), green (non-PAG material).
For the samples in Table 1 located in Segment 1 (stationing up to STA 221+50), out of a total of 66 samples, three samples are classified as PAG, one sample is classified as uncertain PAG, and 62 samples are classified as non-PAG.
Based on the ARD determinations presented in Table 1, the following areas appear to have PAG materials
(Figure 1):
STA 88+65 – This is a location of a proposed rock cut on the right shoulder. Bedrock consists of graywacke. Out of a total of seven samples, one sample is classified as PAG material, and six samples are classified as non-PAG material.
STA 144+54, 145+47, 149+90, and BH16-16 - This is a location of a proposed rock cut on the right shoulder. Bedrock consists of graywacke, conglomerate, and breccia.
From a total of 15 samples collected at the existing rock cut and BH16-16 core samples, one sample is classified as PAG material, and 14 samples are classified as non-PAG material.
STA 215+00 to 293+00 - This section of the alignment, predominantly located in Segment 2, consists of argillite, a fine-grained sedimentary rock. The USFS classifies the rock samples collected within this segment as the Descon shale, also a fine-grained sedimentary rock.
For the stationing range of STA 215+00 to STA 221+50 in Segment 1, out of a total of five samples, one sample is classified as PAG material, one sample is classified as uncertain PAG material, and three samples are classified as non-PAG material.
STA 391+71 to 391+81 – Two samples, ABA-18#1 and #2, were collected in the bedrock channel of a river at proposed Bridge 6. The two samples are classified as PAG material.
In addition, eight locations were observed during the 2016 Golder geotechnical investigation where red/orange iron staining occurred:
STA 227+31, 21 ft L – Observed on the left side of the road, iron staining in a seep that flows into a culvert
STA 248+12, 32 ft L - Observed on the left side of the road, iron staining in a stream that flows into a culvert
STA 265+96, 5 ft L - Iron staining in the existing left ditch
STA 270+78, 11 ft L - Observed on the left side of the road, iron staining in a stream that flows into a culvert
Robert Peccia & Associates 4 1788309
STA 291+32, 31 ft L – Observed on the slope left of the road, iron staining from a seep at the base of the organic mat
STA 313+86, 10 ft L - Iron staining in the left existing ditch, located adjacent to a seep in the road
STA 360+54, 2 ft R - Iron staining in the existing left ditch
STA 364+21, 2 ft L - Iron staining in the existing left ditch
2.1.4 Discussion of ARD Potential
The evaluation of ARD potential along the proposed alignment is based on surface sampling of existing rock cuts and from rock core samples. In Segment 1. Multiple samples were collected for ABA testing from individual rock cuts, and also from multiple depth intervals in three boreholes. The presence of iron staining at a small number of locations has limited interpretive value in terms of spatial extent because, without further investigation, iron staining cannot be conclusively linked to the presence of reactive sulfides.
Based on the laboratory results in Table 1, samples with ARD potential appear to occur in limited locations in Segment 1. At the existing rock cuts and in the three boreholes, the majority of the samples collected consist of non-PAG material.
Because of the limited occurrences of material with potential for ARD generation in Segment 1, Golder recommends that FHWA appoint a qualified person to observe rock cuts during construction to document the presence of sulfides and to identify any differences in the geologic materials encountered versus those tested as part of the initial characterization study. Sulfide-containing material may require special management to prevent environmental impacts. For a more rigorous approach, the visual monitoring can be augmented with the use of portable equipment to determine the sulfur content of the rock material being exposed, for instance a portable X-ray fluorescence (XRF) spectrometer. A threshold sulfur value can then be established based on the existing dataset that can be used to trigger one or more mitigation actions.
For PAG material encountered during construction, ARD mitigation options include (first three based on
FHWA 1990)2:
Alignment shift
Encapsulation
Offsite storage
Limestone gravel lining of drainage ditches
Subaqueous placement
No action, but routine monitoring and adaptive management as needed
2 FHWA, 1990, Guidelines for Handling Excavated Acid-Producing Materials, USDOT FHWA-FL-90-007, 82 p.
Robert Peccia & Associates 5 1788309
Selecting a mitigation option would be based on factors such as, but not limited to, the quantity of material to be mitigated, the reactivity of the material to be mitigated, and site conditions at the location where the material is to be placed. FHWA should have an experienced person available to support decision making on ARD mitigation options.
