About this file
This is a Questions and Answers document for solicitation 69056725B000001 regarding the Neck Lake Road Reconstruction project from NPOWI Highway to Marine Access Facility Junction. The document contains 31 technical and general questions submitted by potential bidders between November 26 and December 13, 2024, with corresponding government responses.
Key clarifications include: waste will be paid under item 20441-0000 in addition to roadway excavation; soft ground embankment quantities are in addition to total embankment quantities; temporary pipe resetting will be paid per unit measurement; and several items will be addressed in upcoming Amendments A001 and A002, including blasting consultant requirements, vibration specialist requirements, and horizontal drain pipe installation details. The document also confirms that an entirely new bid schedule with modified unit prices is acceptable for bid modifications submitted via email to WFL.contracts@dot.gov. Several questions about controlled blasting, PAG rock disposal site preparation, and temporary concrete barrier quantities were noted as under government evaluation at the time of document publication.

We are accustomed to seeing Controlled Blasting separated within bid schedules as it is the most costly method of excavation. Sheet C.5 indicates the estimated Controlled
Blasting areas for information only, however Controlled Blasting zones are to be determined by the CO and could increase which would thereby considerably increase the Contractor’s cost for
Roadway Excavation. Please consider including an additional pay item for Controlled Blasting by either the square foot or linear foot of borehole.
