What is the purpose of the embankment phasing? The Phase 1 and Phase 2 Soft Ground Embankment Construction details
(on Sheets C.7 thru C.9) address areas that are known to have soft soils outside of the current roadway width. Phase 1 leaves the existing road in place while addressing the settlement of the adjacent soft soil in the widened section of the road. Fill is to be placed in lifts in those soft areas and piezometers are to be used to monitor the settlement. Once those soft areas have settled adequately, the remaining fill can be placed across the entire width of the roadway to bring both the soft areas (that have already incurred settlement) and the existing roadway up to the design elevation.

No, please review all the specifications under 623.02A 12/16/2024
59 X Is the expectation that imported material be monitored and sampled for PAG material?
See 620.02A(d).
12/16/2024
60 X
How did the FHWA come to 18,000 CY as the quantity for PAG material, the quantity had not changed from the original bid 1 year prior yet many areas which tested positive are not present in this current bid solicitation?
The project that was bid last year extended from STA 8+47 to STA
217+44. Per the Acid Rock Drainage Memo, there were a total of 66 samples tested within Segment 1 (which was originally expected to span between 8+47 and STA 220+40). Of that, three samples were classified as
PAG, one sample as uncertain PAG, and 62 samples were non-PAG. The
PAG sites were at STA 88+65, near STA 145+50, and at STA 220+40 (11 ft
L). But, as noted, the STA 220+40 site was not within the prior bid package project limits. The other PAG areas referred to in the Acid Rock
Drainage Memo were in the future Phase 2 project limits. Given that, we did not deduct quantity from the prior PAG bid amount.
12/16/2024

In-water Riprap – Sheet K2 Roadway Revetment Details indicates dewatering as approved may be required for the revetment bedrock toe detail. F sheet plan views indicate that silt fence is to be placed on the project left through Roadway Revetment sections at approximately the delineated lake water edge. What water elevation is the delineated lake water edge (assumed to be OHW?) indicated in the F sheet as the provided cross sections indicate most Roadway Revetment sections would require excavation below Q2 water elevations of 95 FT. If excavation and placement of fill is required below the lake level will this be considered in-water work subject to turbidity monitoring? Some of these sections fall outside of the locations indicated in Table
107-10A in-water work window dates. Will it require a turbidity curtain? If rock excavation is required to construct the toe detail shown on K2 will in-water blasting be permitted, or will the entire stretch need to be dewatered and mechanically removed?
See Sheet F.4 to be revised under Amendment A008. In addition, in-water blasting was not cleared as part of our NEPA compliance. Please submit bids according to the solicitation documents.
