About this file
This is Amendment A007 to solicitation 69056725B000001 issued by the Department of Transportation Federal Highway Administration for the Neck Lake Road Reconstruction project in Alaska. The amendment makes several revisions to the Special Contract Requirements sections, including changes to soil erosion and sediment control requirements, rock blasting qualifications, and geotechnical exploration specifications.
Key modifications include revising the timing of in-water work requirements, deleting subsection (d) of blasting qualifications, removing FP-14 requirements for pre-blast condition surveys, updating specifications for PAG rock disposal site preparation, and revising rental equipment descriptions. The amendment maintains the original response date and does not extend the solicitation period. The overall project involves reconstruction of Neck Lake Road from NPOWI Highway to Marine Access Facility Junction, with an estimated price range of $10-20 million and anticipated completion in Fall 2026.

205.05 Blasting Plans. Amend as follows:
Add the following to the first paragraph:
All blasting plans and modifications to the plans must be signed by the CO. Do not begin drilling the blast pattern or deliver explosives to the project until the general blasting plan and site-specific blast plan are accepted.
Add the following to paragraph (a):
Allow 7 days for review and approval of the general blasting plan. Submit revisions and updates to the CO within 48 hours of any change in the general blasting plan.
Add the following to paragraph (b):
(11) Any rockfall containment designs and procedures; and
(12) Include an attenuation study for affected structures and indicate that the peak particle velocity versus peak frequency will not damage each structure when structures are within an area of ground vibration and/or air-blast overpressure concern.
205.06 Pre-blast Condition Survey and Blast Monitoring and Control. Delete the text of this Subsection.
205.06 Pre-blast Condition Survey and Blast Monitoring and Control. Amend as follows:
Delete the text of paragraph (c) and substitute the following:
(c) Control ground vibrations and air-blast over-pressures with properly designed delay sequences and maximum allowable charge weights per delay. Verify allowable charge weights per delay by conducting representative trial blasts and measuring ground vibrations and air-blast over-pressure levels. The attenuation study will enable successful prediction of the peak particle velocity in any component (longitudinal, transverse, or vertical) anywhere on the surface of the structure(s). Conduct test blasts with blast plan modifications that limit ground vibrations and air-blast over-pressures to levels that will not cause damage to nearby buildings, structures, utilities and/or natural features as determined by the Vibration Specialist. Submit a copy of the attenuation study results and predicted peak particle velocity versus peak frequency for each structure.
Add the following:
Submit a copy of the interpreted seismograph and air-blast records to the CO with a certifying signature by the Vibration Specialist. If actual peak particle velocity versus peak frequency measurements exceed those predicted for a structure, the site-specific blast plan will need to be

Section 271. — GEOTECHNICAL EXPLORATION
(ADDED SECTION)
08/01/14–FP14
Description
271.01 This work consists of installing piezometers for pore water pressure monitoring during soft ground embankment construction and surcharging.
This work also consists of installing piezometers for water quality monitoring at the rock disposal site.
Material
271.02 Conform to the following Subsections:
Piezometers 708.05(e)
Construction Requirements
271.03 General. Install 2 inch to 3 inch slotted PVC pipe piezometers in conjunction with settlement plate assemblies according to Subsection 204.10A and as shown on the plans. The piezometer depth for the soft ground embankment areas that do not require subexcavation is to be approximately 5 feet below the original ground elevation. Whereas the piezometer depth for the Type 3 soft ground embankment area that requires subexcavation is to be approximately 5 feet below the reduced surface elevation after the subexcavation is completed. Install 2 inch to 3 inch slotted PVC pipe piezometers in conjunction with potentially acid-generating (PAG) material disposal and containment according to Section 646 and as shown on the plans. The depth for the two piezometers placed along the limestone filter trench at the PAG rock disposal site is to be approximately 5 feet. Whereas the depth for the two piezometers (with data logger) at the PAG rock disposal site should be assumed to be up to 30 feet for bidding purposes. See Section 646 for rock disposal site location. Adjust piezometer location (and depths) to match field conditions as approved. Provide a cap at the bottom of the piezometer.
Provide removable cap assembly at the top of the piezometer. Provide construction details to the CO, including depth, size, slotting, and top of piezometer pipe elevation seven days before installation for approval.
Protect piezometer installations. Repair or replace PVC deviating from a vertical position by one foot or horizontally by one foot or that become uncoupled or broken due to Contractor operations.
271.04 Pore Water Monitoring for Settlement. Record the elevation of the top of the water level according to Section 152 in the presence of the CO. Determine the location of the settlement plate assembly installation in plan to an accuracy of 0.01 feet and in elevation to an accuracy of
0.01 feet. Cap the casing immediately after the elevation is determined. Stamp or label the casing cap with the installation date and location.
Install additional casing sections on the piezometer as required as embankment construction proceeds to keep the top of the casing above the embankment and surcharge.
Clearly mark and flag each assembly as approved by the CO.
