About this file
This is an operations capacity statement for on-call pipelining and drainage repair services submitted to the Arizona Department of Transportation (ADOT). The document outlines SWSW's operational approach to ensure efficient, effective, and uninterrupted project execution through pre-construction planning, experienced personnel, and coordinated communication with local tribal communities, ADOT maintenance districts, and ADOT Procurement. SWSW demonstrates extensive experience completing numerous ADOT pipeline and drainage contracts and addresses contingency protocols for potential disruptions including employee illness, labor shortages, and equipment breakdowns. The company maintains a flexible workforce across multiple year-round maintenance crews capable of reallocating personnel as needed, employs certified mechanics and backup equipment resources to minimize downtime, and has pre-selected vetted subcontractors and suppliers including Riley Industrial, Trafficade, and Image Trucking based on cost-effectiveness and quality performance track records.
SWSW commits to full-time supervisor oversight during all subcontractor operations and material deliveries to ensure safety and quality standards compliance. The company has developed contingency plans for potential subcontractor non-performance, including provisions to rent alternative equipment such as jetter trucks or engage backup providers including Badger daylighting subject to state approval. The statement emphasizes SWSW's proactive approach to risk management and its capacity to maintain project schedules and quality standards through comprehensive planning and flexible resource management across its established equipment fleet and personnel network.

Operations Capacity
Efficient, effective and uninterrupted operations of this project will be a result of pre-construction planning, a top tier experienced project team, and outstanding project communication and scheduling with all entities involved in the project including the local tribal communities, ADOT maintenance districts and ADOT Procurement. SWSW crews and management have completed numerous ADOT Pipeline and drainage contracts in the past and are very aware of the necessity of completing all work free of error and in a timely manner.
Sick Personnel:
With recently going through the Pandemic, SWSW understands the issues with sick employees. SWSW has built a team with enough competent and trained personnel to complete any scope of work if an employee falls ill. If employees are sick an unable to work, they will be sent home and their spot will be filled from another employee from one of SWSW maintenance crews. These crews projects are year around and have flexibility to adjust personnel.
Labor Shortage:
In the event of labor shortage, SWSW will bring additional labor to the project in order to complete the work. Similar to sick employees, SWSW has crews with flexible work schedules that can fill in when needed.
Equipment Breakdowns:
No matter the equipment age, size, or operation, heavy equipment is destined to breakdown. SWSW is well aware of this and has built a team to fix any equipment quickly and efficiently. SWSW crews will travel with a fully capable crew truck that will have all of the tools and equipment to perform the majority of equipment repairs. If a repair is major, SWSW will immediately send one of the mechanics trucks with our certified CAT mechanic to perform the repair. If for some reason the repair is so major the machine will be inoperable for too long, SWSW will replace the machine with another from their fleet or a local rental yard.
Subcontractor/Supplier Selection:
SWSW has performed a detailed sub and supplier analysis for this project to ensure that the subcontractors and suppliers chosen not only to offer the most cost-effective product, but also have a track record of producing the highest quality product on time. SWSW has worked on numerous projects with Riley Industrial, Trafficade, and Image Trucking and have great confidence in their ability to perform. This being said, SWSW will treat all subcontractors as if they were a SWSW crew and will have a full-time supervisor present during any subcontractor operation or material delivery to ensure all work is performed safely and to the highest level. If for any reason Riley industrial does not perform, SWSW will rent the required Jetter truck to complete the project or subcontract the remaining work to Badger daylighting if approved by the state.
