About this file
This is a Process Control Network Input/Output Specification document prepared by Herbert, Rowland & Grubic, Inc. for the Skytop Lodge Sewage Treatment Plant Improvements Project (005153.0436) located in Canadensis, Pennsylvania. The specification establishes the input/output requirements for the SCADA (Supervisory Control and Data Acquisition) operating system that will monitor and control multiple treatment processes. The project encompasses an influent screening system, equalization tank, chemical feed system, two clarifier tanks, post-aeration tank, and UV disinfection system. The I/O list identifies all monitoring and control points across five primary control panels: Influent Screen Control Panel (10-CP-101), Equalization Tank Control Panel (10-CP-102), Recirculation Wet Well & Secondary Clarifier Control Panel (40-CP-400), and an Autodialer system (40-AD-400). The specification includes detailed configurations for analog inputs (AI), discrete inputs (DI), analog outputs (AO), and discrete outputs (DO), with signal types ranging from level measurements and pump operation controls to motor overload and temperature monitoring. A pre-bid conference was scheduled for August 25, 2026 at 10:30 AM at the Skytop Lodge STP facility, with bids due on September 18, 2026 at 10:00 AM through PennBid. The contractor is responsible for software configuration, system integration, field installation, wiring termination, on-site startup, and demonstration of all monitoring and control functions.
The specification requires submittals including specific equipment lists with manufacturer details, specification sheets for all proposed items, a compliance letter identifying any bid exceptions, and detailed shop drawings with point-to-point wiring diagrams. All installed components must comply with recognized testing laboratory standards (UL or comparable) and meet applicable industry standards including ANSI, IEEE, EIA, and NFPA standards. The contractor must provide a 12-month warranty on all components and materials commencing upon owner acceptance. Installation requirements mandate compliance with UL508 labeling standards, use of terminal blocks for all wiring connections, segregation of analog and signal wiring from high-voltage circuits, and proper routing of specialized communications cables (4-20mA, Ethernet, RS-232, RS-485, DF1, DH-485) directly from source to destination without spare coils. Quality assurance includes manufacturer's inspection and approval of the installation, comprehensive field testing prior to owner acceptance, and a final demonstration by a qualified supplier representative to owner personnel confirming all systems operate as designed.
