About this file

This is a technical specification document for eccentric plug valves required for the Skytop Lodge Sewage Treatment Plant Improvements Project in Pennsylvania (Project Number 005153.0436). The specification details requirements for non-lubricated, eccentric plug valves with 100 percent port area that will be installed as part of the sewage treatment plant upgrades, which include an influent screening system, equalization tank, chemical feed system, two clarifier tanks, post aeration tank, UV disinfection system, and related work. Bids for the overall construction project are due on Friday, September 18, 2026, at 10:00 AM through PennBid, with a pre-bid conference scheduled for August 25, 2026, at 10:30 AM at the Skytop Lodge STP facility in Canadensis, Pennsylvania. Bid security of not less than 10 percent in the form of a certified check or bid bond is required with all bid submissions.

The specification establishes minimum working pressure requirements of 175 psi for valves through 12 inches and 150 psi for 14-inch and larger valves, with acceptable manufacturers including Dezurik (PEF model), Valmatic (Cam-Centric 100% Port), and Victaulic (Series 365) or equal products. Materials include cast iron or ductile iron bodies, ductile iron plugs, Type 316 stainless steel stems and hardware, and resilient neoprene V-ring stem seals. Manual lever operation is specified for valves 3 inches and smaller, with wormgear manual operators required for larger valves, and chainwheel operators mandated for valves mounted over 6 feet above the operating floor. All products must comply with AWWA C517, ASME B16.1, ASME B16.5, ASME B16.42, ASTM A536, and ASTM B62 standards, with fusion bonded epoxy finishes and testing conducted according to AWWA C509.
