About this file

This is an Execution Requirements specification document for the Skytop Lodge Sewage Treatment Plant Improvements Project (Project Number 005153.0436) in Pennsylvania, prepared by Herbert, Rowland & Grubic, Inc. The document outlines comprehensive execution standards for construction contractors performing work on the sewage treatment plant upgrades, which include installation of an Influent Screening System, Equalization Tank, Chemical Feed System, two Clarifier Tanks, Post Aeration Tank, UV Disinfection System, and associated site work. Key execution requirements include engagement of a registered Pennsylvania land surveyor to establish and maintain field survey control, verification of site conditions and measurements prior to work commencement, coordination of equipment startup with seven days' notice to the Engineer, demonstration and instruction of all equipment operation and maintenance to Owner personnel in a classroom setting at the treatment plant two weeks prior to Substantial Completion, and preparation of a final property survey certifying locations and elevations of all constructed elements. A pre-bid conference is scheduled for August 25, 2026 at 10:30 AM at the Skytop Lodge STP facility in Canadensis, Pennsylvania, with bid opening scheduled for September 18, 2026 at 10:00 AM through PennBid.

The specification mandates that contractors employ skilled personnel for all cutting, patching, and installation work; maintain continuous field engineering services with detailed survey logs; comply with all manufacturer installation instructions and industry-recognized standards; and implement comprehensive progress cleaning and waste disposal protocols throughout the construction period. Contractors must verify substrate suitability, secure all work with positive anchorage devices, maintain minimum eight-foot headroom clearance in finished areas, and address any defective work through repair or replacement prior to Substantial Completion. All testing, adjusting, and balancing services will be performed by an independent firm, with reports submitted to the Engineer documenting compliance with contract requirements. Contractors must also protect installed work with temporary coverings, prohibit traffic on waterproofed or roofed surfaces, and maintain operations in compliance with NFPA 241 combustible waste removal requirements, disposing of waste materials legally without burying, burning, or washing materials into sewers or waterways.
