About this file

This is a specification document for potable water process piping as part of the Skytop Lodge Sewage Treatment Plant Improvements Project (Project Number 005153.0436) in Pennsylvania. The specification details the materials, installation standards, and quality requirements for pipes, tubes, valves, hangers, and supports used to convey potable process water within the treatment facility. The project encompasses installation of an influent screening system, equalization tank, chemical feed system, two clarifier tanks, post-aeration tank, UV disinfection system, and related infrastructure. Bids for Contract 2026-01 are due on September 18, 2026 at 10:00 AM, with a pre-bid conference scheduled for August 25, 2026 at 10:30 AM at the Skytop Lodge STP facility in Canadensis, Pennsylvania. All bidding documents are available through PennBid at https://pennbid.bonfirehub.com/, with periodic updates including addenda and registered plan holder information posted to that portal exclusively.

The specification requires that all materials in contact with potable water be certified to NSF 61 and NSF 372 standards, with piping and valves subject to pressure testing at not less than 200 psig or 50 psi above maximum static pressure. Contractors must comply with ASME B31.3 for process piping installation, AWS D1.1/D1.1M for welding standards, and AWWA C651 for disinfection procedures. Welders must be AWS-qualified within 12 months, and manufacturers must demonstrate a minimum of three years' documented experience. Upon completion, an approved independent testing laboratory must sample and certify water quality compliance with Pennsylvania Department of Environmental Protection standards. All contractors must furnish a one-year manufacturer's warranty for piping and valves, and bid security is required in the amount of not less than 10% of the bid price in the form of a certified check or bid bond.

3. Fill section to be tested with water slowly; expel air from piping at high points.

Install corporation cocks at high points. Close air vents and corporation cocks after air is expelled. Raise pressure to specified test pressure.

4. Observe joints, fittings, and valves under test. Remove and renew cracked pipe, joints, fittings, and valves showing visible leakage. Retest.

5. Correct visible deficiencies and continue testing at same test pressure for additional two hours to determine leakage rate. Maintain pressure within plus or minus 5 psi of test pressure. Leakage is defined as quantity of water supplied to piping necessary to maintain test pressure during period of test.

d. D = nominal diameter of pipe, in inches.

e. P = average test pressure during hydrostatic test, in psig.

f. C = 148,000.

g. When pipe under test contains sections of various diameters, calculate allowable leakage from sum of computed leakage for each size.

4. Disposal:

a. Legally dispose of chlorinated water.

b. If chlorinated discharge may cause damage to environment, apply neutralizing chemical to chlorinated water to neutralize chlorine residual remaining in water.
