About this file
This is a technical specification document for concrete curing work as part of the Skytop Lodge Sewage Treatment Plant Improvements Project (Contract 2026-01, Project Number 005153.0436) in Pennsylvania. The specification covers initial and final curing of horizontal and vertical concrete surfaces using either membrane-curing compounds complying with ASTM C309 Type 1 or 2, Class A, or polyethylene film meeting ASTM C171 and D2103 standards at 4 mils thickness in white opaque. For horizontal surfaces, contractors must apply membrane-curing compound in two coats at right angles or spread PE film with lapped edges, sealed with pressure-sensitive tape and covered with plywood for seven days. Vertical surfaces require two coats of membrane-curing compound applied at right angles. The pre-bid conference is scheduled for August 25, 2026 at 10:30 AM at Skytop Lodge STP in Canadensis, Pennsylvania, with bid opening on Friday, September 18, 2026 at 10:00 AM through PennBid. All work must comply with ACI 308.1 standards, and materials must be inspected upon delivery in original manufacturer packaging and stored in clean, dry locations per manufacturer instructions.
The specification requires that manufacturers have a minimum of three years' documented experience and provide product data, manufacturer's certificates, detailed installation instructions, and qualifications statements as part of submittals. Bid security must be furnished in the form of a certified check or bid bond in an amount not less than 10%. All questions regarding the bidding documents must be submitted through PennBid in accordance with the Instructions to Bidders. Bidding documents, including any addenda, are available exclusively through the designated PennBid website at https://pennbid.bonfirehub.com/, and neither the owner nor engineer will be responsible for documents obtained from other sources.
