About this file
This is a technical specification document for site water utility distribution piping prepared by Herbert, Rowland & Grubic, Inc. for the Skytop Lodge Sewage Treatment Plant Improvements Project (Project Number 005153.0436) in Pennsylvania. The specification outlines requirements for the installation of water distribution piping systems, including PVC Schedule 40 pipe with solvent-weld fittings, gate valves, ball valves, yard hydrants, underground pipe markers, valve boxes, and associated bedding and cover materials. The project scope encompasses the complete water distribution infrastructure necessary to support the sewage treatment plant upgrades, which include an influent screening system, equalization tank, chemical feed system, two clarifier tanks, post aeration tank, and UV disinfection system. A pre-bid conference is scheduled for August 25, 2026 at 10:30 AM at Skytop Lodge STP in Canadensis, Pennsylvania, with bid opening on Friday, September 18, 2026 at 10:00 AM via PennBid. Bid security of not less than 10% in the form of a certified check or bid bond is required.
The specification references numerous industry standards including ASTM, AWWA, ASME, and UL standards for materials and installation procedures. PVC piping must comply with ASTM D1785 Schedule 40 with ASTM D2466 fittings using solvent-weld joints per ASTM D2855. All valves must meet AWWA C500 specifications and be constructed of first-quality materials with appropriate corrosion resistance. Bedding and backfill materials are specified as AASHTO No. 8 for pipes less than 24 inches in diameter and AASHTO No. 57 for pipes 24 inches and greater, with suitable backfill containing no rocks larger than 6 inches in diameter. Installation procedures require trench excavation and backfilling per Section 31 23 16.13, with all valves and hydrants pressure-tested according to Section 33 05 05.31. Underground warning tape must be blue-colored polyethylene, 6 inches minimum width, with permanent labeling indicating "CAUTION: WATERLINE" per Pennsylvania One Call standards. Compaction testing for bedding and backfill must be verified according to the geotechnical report, with any non-conforming work requiring removal, replacement, and retesting.
