UNSPSC 82131604: Studio photography services or still photographs

UNSPSC 82131604 Studio photography services or still photographs is a Commodity code under which state and local governments procure professional photography for institutional, event, and commercial purposes. Recent solicitations show school districts, municipalities, counties, transit authorities, and public universities buying portrait photography, event documentation, yearbook services, facility and capital project photography, graduation ceremonies, and promotional content. The work spans individual-shoot assignments to comprehensive multi-campus or multi-venue contracts, with deliverables typically including high-resolution digital files in standard formats, printed products, and online galleries. Issuing bodies include independent school districts (Hillsborough County Public Schools, Hutto ISD, Centennial School District, Katy ISD), cities and counties (City of Oviedo, City of Philadelphia, Marion County, Clayton County, City of Decatur), state agencies (State of Rhode Island), and public universities (University of Wisconsin–Madison, University of Houston, Texas State Technical College). School districts dominate the recent activity, particularly for student portraiture, yearbook support, and graduation services.

Geographic spread spans Florida, Texas, Georgia, Illinois, Oregon, Wisconsin, New York, Mississippi, California, and Rhode Island, with heaviest concentration in Texas and Florida. Representative recent opportunities include Hillsborough County Public Schools' RFQ for district-wide picture services across approximately 254 school sites (closing July 30, 2026) seeking pre-qualified vendors for senior portraits, yearbook pictures, and sports photography; Katy ISD's RFP for graduation photography, videography, and livestreaming services for ten Spring ceremonies across two venues, requiring six to eight photographers per venue (proposals due November 2, 2026); City of Oviedo's RFQ for municipal photography covering athletics, city events, board portraits, and facility documentation (due April 7, 2026); Marion County, Florida's RFQ for tourism photography and videography with published tiered fee schedules ($1,800 to $10,900 per project) and exclusive county ownership of all deliverables (proposals due July 16, 2026); and Centennial School District's RFP for school photography services supporting approximately 5,450 students across nine schools with FERPA compliance and data privacy requirements (due May 27, 2026). Contracts typically run one to five years with renewal options. No set-asides appear to be a standard feature, though some jurisdictions flag MBE/WBE participation goals or encourage small-business participation. Pricing structures vary widely—some solicitations request hourly rates and weekend premiums, others demand fixed-fee or tiered package pricing, and municipal and county work occasionally publishes official price schedules with no negotiation permitted.
