About this opportunity
Harris Health System, a publicly funded healthcare organization in Harris County, Texas, is issuing a Request for Offer (RFO) for qualified Workers Compensation Claims Consultant services. The primary deliverables include conducting monthly reviews of new workers compensation claims, performing monthly reserve assessments for open claims, facilitating quarterly claims reviews with the Third Party Administrator, executing quarterly cost containment reviews, and providing consulting advice on state regulatory filings, claims disputes, secondary injury fund recoveries, subrogation opportunities, and loss mitigation strategies. The consultant will examine approximately 20 to 25 claim files per quarterly review session, with the organization processing an average of 300 workers compensation claims annually across a workforce of approximately 10,000 employees. Minimum vendor qualifications require demonstrated experience serving at least two prior clients with 5,000 or more employees within the past five years, with supporting documentation required. Pricing submissions must include both a fixed per-claim-reviewed rate and a quarterly lump-sum amount covering all labor, materials, overhead, and administrative expenses. The evaluation criteria weigh the proposed solution at 40 percent, vendor qualifications at 30 percent, and pricing at 30 percent. Questions regarding the solicitation are due February 26, 2026, and proposals must be submitted through the Harris County online Bonfire bidding system by March 5, 2026. The initial contract term is one year, with four optional one-year renewal periods subject to Board of Trustees approval and Harris County Commissioners Court budget approval.
Harris Health requires all vendors to comply with applicable State of Texas workers compensation laws and maintain comprehensive insurance coverage, including Workers Compensation and Employers' Liability coverage of $1,000,000 each, Commercial General Liability with per-occurrence limits of $1,000,000 and general aggregate of $2,000,000, Automobile Liability with combined single limits of $1,000,000, Umbrella/Excess Liability of $1,000,000, and Professional/Errors & Omissions Liability of $1,000,000 if applicable. All insurance policies must be issued by carriers licensed by the Texas Department of Insurance with an A.M. Best rating of at least A-VII, and Harris County must be named as an additional insured on a primary and non-contributory basis. Vendors must meet residency certification requirements under Texas Government Code Section 2252.001 and complete tax residence certification forms disclosing any taxable property owned in Harris County and any outstanding debts owed to the County. The current incumbent contractor is Zen Insurance Services. All offerors must comply with Harris Health's Code of Conduct, M/WBE utilization policies, background check requirements for personnel accessing Harris Health facilities, and anti-debarment and anti-discrimination certifications. The maximum available funding for the initial contract term is $50,000, with continued funding for renewal terms subject to annual budget approval by the Harris County Commissioners Court; funding is subject to fiscal appropriations, allowing termination if budgets are depleted with no early termination penalties.
