About this opportunity
Marion County, Florida is requesting qualifications for comprehensive photography, videography, and video production services to promote the county as a tourism destination under RFQ 26Q-073, with proposals due July 16, 2026. All photographs and videos produced become exclusive property of Marion County, and vendors must accept a published fixed fee schedule with no alternative pricing structures considered.
The scope includes high-resolution still photography (minimum 600 images per project including at least 10 brand images), 4K video content at 24fps in LOG format with 3-point lighting capability, drone footage, professional audio recording for up to four individuals, and social media-optimized content in 9:16 aspect ratio. Deliverables must be completed within 14 days of shoot completion, with occasional 5-day expedited turnarounds. The County retains full usage rights and the ability to alter content; vendors receive no credit or watermark rights but may use captured content for demonstration purposes only.
The fee schedule establishes tiered pricing: photography and video bundles range from $1,800 to $5,750; standalone photography or video costs $1,800 to $3,000; drone services cost $350 per hour with licensed pilot; social media reel editing costs $250 per reel; full turnkey packages with a 5-minute production and up to five social media reels cost $10,900 (or $9,500 with client-provided script). The initial contract term is one year with two one-year renewal options; task orders are issued as-needed with no guaranteed minimum work volume. Payment is NET 45 days from invoice receipt or service acceptance, whichever is later, FOB Destination, Ocala, Florida.
Evaluation criteria are weighted: Statement of Interest and Introduction (25 points), Knowledge of Ocala/Marion County and tourism industry (30 points), Experience for Similar Projects with minimum three favorable samples (100 points), Technical Expertise and Production Quality (80 points), and Location (25 points, with Marion County office preference receiving 5 points). The County reserves the right to conduct oral presentations with shortlisted proposers and request best and final offers. Vendors must maintain Commercial General Liability ($1 million per occurrence) and Business Automobile Liability ($500,000 combined single limit) with Marion County named as additional insured, comply with E-Verify requirements and Florida public records retention statutes, and provide a signed Conflict of Interest Statement per Florida Statute 112.313. Submissions are required through the Marion County Bonfire portal at https://marionfl.bonfirehub.com.
