NIGP 91572: Photography (Not Including Aerial Photography)

NIGP 91572 Photography (Not Including Aerial Photography) is an Item code under which state and local governments procure professional photography services for events, documentation, portraiture, and visual communications across municipal operations, school districts, transit authorities, and higher education institutions. Recent solicitations show a mix of discrete event photography (graduation ceremonies, school portraits, community celebrations), ongoing visual documentation (construction progress, forensic crime scenes, athletic events), and strategic communications support (municipal branding, public awareness campaigns, tourism promotion).

School districts dominate the issuing-body mix, with Hillsborough County Public Schools (Florida), Katy Independent School District (Texas), Hutto Independent School District (Texas), Centennial School District (Oregon), Natchez-Adams School District (Mississippi), and Tupelo Public School District (Mississippi) all actively soliciting portrait, yearbook, graduation, and athletic photography services on an ongoing basis. City governments follow as steady buyers—Oviedo (Florida), Sandy Springs (Georgia), Philadelphia, Decatur (Georgia), Austin, and Milpitas (California) have posted photography and videography RFPs within the past six months. County governments (Clayton County Georgia, Marion County Florida, Cook County Illinois, Wicomico County Maryland) and public universities (University of Houston, University of Wisconsin-Madison, University of Wisconsin-Stevens Point, Texas State Technical College) round out the field, along with transit and special-purpose authorities (Orange County Transportation Authority in California). The code sees steady activity across Florida, Texas, Georgia, California, and the Upper Midwest, with sporadic opportunities in Pennsylvania, Oregon, Mississippi, Illinois, Maryland, and New York. Representative recent opportunities include the City of Oviedo's RFQ32426 for municipal event and facilities photography (due April 7, 2026), Hillsborough County Public Schools' RFQ 19106D-EST-BJH for district-wide portrait services across 254 school sites (due July 30, 2026), Katy Independent School District's RFP 2603AF for multi-venue graduation photography, videography, and livestreaming (due November 2, 2026), and Marion County, Florida's RFQ 26Q-073 for tourism photography and video production with published fee schedules (due July 16, 2026). School district contracts typically run three to five years with annual renewal options; municipal and county work spans one to five years. Pricing models vary—some districts use fixed hourly or package rates, others establish pre-qualified vendor lists and allow individual schools to negotiate discounts, and a few (notably Marion County) publish fixed tiered fee schedules. Insurance minimums cluster around $1 million general liability per occurrence, and FERPA compliance is mandatory where student data is involved.
