About this opportunity

Collier County's Facilities Management Division is seeking qualified vendors for a comprehensive Uninterrupted Power Systems (UPS) maintenance, repairs, replacement, and installation contract. The solicitation (No. 26-8619) requires vendors to provide preventive and corrective maintenance services for UPS systems across various County-owned facilities, including visual inspections, electrical checks, battery maintenance, system testing, and new installations. Qualified contractors must demonstrate manufacturer training or equivalent experience, comply with OSHA standards, and maintain technicians capable of handling UPS units ranging from 0-20 KVA to systems over 81 KVA. Bids are due on December 22, 2025, at 3:00 p.m., with submissions required through the County's online bidding system. The contract will have an initial three-year term with an optional two-year renewal, and the County intends to select Primary, Secondary, and Tertiary awardees to ensure service continuity. Evaluation will consider vendor qualifications, references, pricing, and ability to meet comprehensive service requirements, with urgent service response times critical (two-hour acknowledgment, four-hour on-site for urgent requests).

The solicitation encourages local vendor participation, with a Local Vendor Preference Certification available for businesses with a physical address in Collier or Lee County. No specific set-aside designations for disadvantaged enterprises are explicitly mentioned. All vendors must be enrolled in the E-Verify program and comply with immigration laws, with mandatory background checks valid for five years required for all service personnel. The County historically spends approximately $150,000 annually on these services, though actual usage may vary. Pricing will be structured with preventative maintenance at unit rates and corrective maintenance billed hourly, with strict markup limitations (15% for materials and subcontractors, 10% for rental equipment). Contractors must provide comprehensive insurance, including general liability and workers' compensation, and agree to warranty all replacement parts for one year or the manufacturer's maximum period. The procurement allows for multiple award scenarios, potentially establishing a vendor pool based on best value determination and the ability to meet the County's technical and operational requirements.
