Solicitation Summary: Uninterrupted Power Systems Maintenance
This Invitation to Bid (ITB No. 26-8619) is issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Facilities Management Division to establish a comprehensive maintenance, repair, replacement, and installation contract for Uninterrupted Power Supply (UPS) systems across various County-owned and leased facilities. The solicitation requests vendors to provide preventive maintenance services including visual inspections, electrical checks, battery maintenance, environmental monitoring, and system testing; corrective maintenance and repairs; battery replacement and disposal; and new UPS installations. All preventive maintenance line items must be completed by bidders or they will be deemed non-responsive. Bids are due December 22, 2025, at 3:00 p.m. through the County's online bidding system (https://procurement.opengov.com/portal/collier-county-fl). No pre-bid meeting or site visit is required. The contract term is three years with one optional two-year renewal, with firm pricing for the initial term and no surcharges permitted. The County intends to award Primary, Secondary, and Tertiary vendors to ensure service continuity, with the ability to move between awardees if the primary vendor cannot meet response time requirements.
The County historically spends approximately $150,000 annually for UPS services, though future spending patterns may vary. Preventive maintenance will be billed at flat per-unit rates based on UPS kilovoltage ratings (0–20 KVA through 81+ KVA), while corrective maintenance, repairs, and installations will be billed hourly at the resultant contract rates, with urgent services (two-hour acknowledgment, four-hour on-site response) billed at 1.5 times the hourly rate and after-hours work similarly multiplied. Materials and parts are limited to a 15 percent markup, rental equipment to 10 percent, and subcontractors to 15 percent, with no markup allowed on ancillary charges, taxes, or freight. Qualified vendors must demonstrate manufacturer training or equivalent UPS experience, maintain compliance with OSHA and Florida Building Code standards, provide general liability and workers' compensation insurance, enroll in E-Verify, and submit to mandatory criminal background checks valid for five years. All replacement parts must be warranted for one year or the manufacturer's maximum period at no cost to the County. The award will be determined by lowest total bid as the primary criterion, representing best value to the County.
