About this file
This is a Local Vendor Preference Certification form issued by Collier County, Florida's Procurement Services Division for use in response to solicitation No. 26-8619 for Uninterrupted Power Systems (UPS) maintenance, repairs, replacement, and installation services. The certification allows vendors to affirm their eligibility for local vendor preference status if they meet specific criteria. Vendors must demonstrate a physical business address located within Collier County from which staff operates, maintain a current local Business Tax Receipt issued by the Collier County Tax Collector prior to bid submission, and verify that they contribute to the county's economic development in a measurable way, including job retention and expansion, tax base support, and employee residency within the county. Bids are due December 22, 2025, at 3:00 p.m., and the resulting contract will have an initial three-year term with an optional two-year renewal. The County intends to select Primary, Secondary, and Tertiary awardees to ensure service continuity, with evaluation based on vendor qualifications, references, pricing, and service capability.
Vendors must comply with mandatory E-Verify enrollment, immigration law requirements, and provide comprehensive insurance including general liability and workers' compensation coverage. All service personnel require background checks valid for five years. Pricing will be structured with preventative maintenance at unit rates and corrective maintenance billed hourly, subject to strict markup limitations of 15% for materials and subcontractors and 10% for rental equipment. Qualified contractors must demonstrate manufacturer training or equivalent experience, comply with OSHA standards, and handle UPS units ranging from 0-20 KVA to systems exceeding 81 KVA. Contractors must provide one-year warranty on all replacement parts or the manufacturer's maximum period. The County historically spends approximately $150,000 annually on these services, though actual usage may vary. Vendors who misrepresent their local preference status in submissions will lose local preference eligibility for up to one year, and failure to provide requested documentation will result in a non-responsive determination.
