About this file
Summary: Attachment A – FM Maintained UPSs
This attachment document supports Collier County's Facilities Management Division Invitation to Bid (ITB No. 26-8619) for Uninterrupted Power Systems (UPS) maintenance, repairs, replacement, and installation services in Florida. The solicitation seeks qualified vendors to provide comprehensive preventive and corrective maintenance services for UPS systems across County-owned facilities, including visual inspections, electrical checks, battery maintenance, system testing, and new installations. Services must cover UPS units ranging from 0–20 KVA to systems over 81 KVA. Bids are due December 22, 2025, at 3:00 p.m., submitted through the County's online bidding system. The contract will have an initial three-year term with an optional two-year renewal period. The County intends to select Primary, Secondary, and Tertiary awardees to ensure service continuity, with critical response time requirements including two-hour acknowledgment and four-hour on-site arrival for urgent service requests.
Pricing will be structured with preventative maintenance billed at unit rates and corrective maintenance charged hourly, subject to strict markup limitations of 15 percent for materials and subcontractors and 10 percent for rental equipment. The County historically spends approximately $150,000 annually on these services, though actual usage may vary. Qualified contractors must demonstrate manufacturer training or equivalent experience, comply with OSHA standards, maintain comprehensive insurance coverage including general liability and workers' compensation, and agree to warranty all replacement parts for one year or the manufacturer's maximum period. All vendors must be enrolled in the E-Verify program, comply with immigration laws, and submit service personnel to mandatory background checks valid for five years. A Local Vendor Preference Certification is available for businesses with a physical address in Collier or Lee County. Evaluation criteria include vendor qualifications, references, pricing, and ability to meet comprehensive service requirements, with awards determined through best value analysis.
