About this file

This is an Immigration Certification form issued by Collier County's Procurement Services Division for vendors bidding on the Uninterrupted Power Systems (UPS) Maintenance, Repairs, Replacement & Installation contract (Solicitation No. 26-8619). The contract seeks qualified vendors to provide comprehensive UPS maintenance and repair services across County-owned facilities, including preventive and corrective maintenance, visual inspections, electrical checks, battery maintenance, system testing, and new installations for UPS units ranging from 0-20 KVA to systems exceeding 81 KVA. Vendors must demonstrate manufacturer training or equivalent experience, comply with OSHA standards, and maintain technicians capable of servicing various UPS capacities. The contract will be awarded to Primary, Secondary, and Tertiary vendors to ensure service continuity, with an initial three-year term and an optional two-year renewal. Bids are due December 22, 2025, at 3:00 p.m., submitted through the County's online bidding system. Critical service requirements include two-hour acknowledgment and four-hour on-site response for urgent requests.

All vendors must be enrolled in the E-Verify program and provide proof of enrollment—either a completed E-Verify Company Profile page or fully executed E-Verify Memorandum of Understanding—at the time of proposal submission, with failure to do so resulting in non-responsive status. Vendors must attest to full compliance with immigration laws, specifically the 1986 Immigration Act and amendments, Florida Statutes 448.095, and the E-Verify Memorandum of Understanding. Collier County will not intentionally award contracts to vendors knowingly employing unauthorized alien workers, and such violations constitute grounds for unilateral contract termination. All service personnel require mandatory background checks valid for five years. The County historically spends approximately $150,000 annually on these services, though actual usage may vary. Pricing will be structured with preventative maintenance at unit rates and corrective maintenance billed hourly, with strict markup limitations of 15% for materials and subcontractors and 10% for rental equipment. Contractors must provide comprehensive insurance coverage, including general liability and workers' compensation, and warrant all replacement parts for one year or the manufacturer's maximum period. A Local Vendor Preference Certification is available for businesses with physical addresses in Collier or Lee County.
