About this file
This is a Local Vendor Preference Certification form issued by Collier County, Florida's Procurement Services Division for use in connection with a solicitation (No. 26-8619) for Uninterrupted Power Systems (UPS) maintenance, repairs, replacement, and installation services. The certification allows vendors with physical business addresses in Collier County or Lee County to claim local business status and receive preference consideration. To qualify, vendors must maintain an established physical business location within the county limits (excluding post office boxes, mail facilities, or temporary structures), demonstrate measurable economic contribution to the county through employment retention and expansion, tax base support, and employee residency, and possess a current local Business Tax Receipt issued by the Collier County Tax Collector prior to bid submission. Bids are due December 22, 2025, at 3:00 p.m. through the County's online bidding system. The County intends to award Primary, Secondary, and Tertiary vendors for this three-year initial contract term with an optional two-year renewal period.
Vendors misrepresenting their local preference status face penalties including loss of local preference eligibility for up to one year. The County historically spends approximately $150,000 annually on UPS services, though actual usage may vary. Pricing will be structured with preventative maintenance at unit rates and corrective maintenance billed hourly, subject to strict markup limitations of 15 percent for materials and subcontractors and 10 percent for rental equipment. All contractors must maintain comprehensive insurance coverage including general liability and workers' compensation, comply with E-Verify requirements, and submit to mandatory background checks valid for five years. Qualified vendors must demonstrate manufacturer training or equivalent experience, maintain technicians capable of servicing UPS units ranging from 0-20 KVA to systems over 81 KVA, and provide two-hour acknowledgment and four-hour on-site response times for urgent service requests. All replacement parts must be warranted for one year or the manufacturer's maximum period.
