About this opportunity
The City of St. Petersburg is conducting an Invitation for Bid (IFB-26-132) for the Neighborhood Crossings - FY23 roadway safety improvement project (Project No. 23073-100) located in Pinellas County, Florida. This procurement solicits qualified contractors to perform construction services at five intersections throughout St. Petersburg's public streets and rights-of-way, including 7th Street South at 18th Avenue South, Dr. MLK Jr. Street South at 30th Avenue South, Dr. MLK Jr. Street South at 38th Avenue South, 37th Street South at 26th Avenue South, and 37th Street South at 30th Avenue South. The scope of work encompasses construction of concrete sidewalks (440 square yards), ADA-compliant concrete curbs (962 linear feet), concrete curb ramps, detectable warning systems, pavement marking removal and installation in multiple colors and configurations, sign relocation and installation, rectangular rapid-flashing beacon (RRFB) assemblies, sodding, storm drainage inlet installation, and all related operations necessary for project completion. Qualified contractors must demonstrate a minimum of three completed projects within five years preceding the solicitation date, with at least two projects including concrete sidewalk and curb ramp work plus signage and pavement marking, and one project of similar size and scope for a government agency, each exceeding $100,000 in construction value; the project superintendent must have successfully completed a minimum of three qualifying projects within the same timeframe. Contractors must comply with Florida Department of Transportation Standard Specifications for Road and Bridge Construction (2000 Edition), AWWA standards, and various ASTM standards, and must provide a 25 percent completion rate using their own workforce unless approved otherwise. The bid release date is March 30, 2026, with a question deadline of April 16, 2026, and a response deadline of May 5, 2026, at 3:00 p.m., with all submissions required electronically through the OpenGov Procurement portal at https://procurement.opengov.com/portal/stpete. Bidders must submit a Bid Bond or certified check equal to 5 percent of the Base Bid Price, and the successful bidder will be required to furnish a Public Construction Bond equal to 100 percent of the Contract Price within ten consecutive calendar days of receiving written notice of award.
The City of St. Petersburg has established a 10 percent Small Business Enterprise (SBE) participation goal for this project, requiring bidders to submit either Form A letters of intent from certified SBE subcontractors or Form B non-use justification documentation if the goal is not met; contractors must also submit a mandatory Subcontractor Summary Spreadsheet identifying all subcontractors and their certification status as either Small Business Enterprises or Minority/Women Business Enterprises. Subcontractors may not be changed or substituted after contract award and the pre-construction meeting except under seven specific conditions including contractor failure to execute a written contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform the subcontract, substantially unsatisfactory work performance, or substantial project delays or disruptions. Up to 80 percent of the shelter bid contract value may be subcontracted, with restrictions limited to first and second tier subcontractors unless otherwise specified; these restrictions do not apply to FDOT LAP or federally funded projects. Contractors must maintain workers' compensation insurance, commercial general liability insurance of $2,000,000 per occurrence, commercial automobile insurance of $1,000,000 combined single limit, and builder's risk insurance where applicable. The contract includes a $60,000 allowance for contract amendments and establishes a tiered liquidated damages structure for delays; final payment is contingent upon substantial completion of all work, including punch list items, and a one-year guarantee period is required for all materials and workmanship from the date of final completion. While the specific contract award value is not explicitly stated in the procurement documents, the line-item quantities and scope of work indicate a substantial infrastructure improvement project typical of municipal sidewalk and pedestrian safety initiatives.
