About this file

This is a Letter of Intent to Perform as a Subcontractor/Supplier form issued by the City of St. Petersburg for the Neighborhood Crossings - FY23 roadway safety improvement project (IFB-26-132, Project No. 23073-100). The project encompasses construction services at five intersections in St. Petersburg, Florida, involving the installation of concrete sidewalks (440 square yards), ADA-compliant concrete curbs (962 linear feet), concrete curb ramps, detectable warning systems, pavement markings, signage, rectangular rapid-flashing beacon assemblies, sodding, and storm drainage inlets. The bid release date is March 30, 2026, with a question deadline of April 16, 2026, and a response deadline of May 5, 2026, at 3:00 p.m. All submissions are required electronically through the OpenGov Procurement portal. Qualified contractors must demonstrate a minimum of three completed projects within five years, with at least two projects exceeding $100,000 in construction value that include concrete sidewalk and curb ramp work plus signage and pavement marking, and one similar project for a government agency. The project superintendent must have successfully completed a minimum of three qualifying projects within the same timeframe.

The City of St. Petersburg has established a 10 percent Small Business Enterprise (SBE) participation goal, requiring prime contractors to submit Form A letters of intent from certified SBE subcontractors or Form B non-use justification documentation if the goal is not met. A mandatory Subcontractor Summary Spreadsheet identifying all subcontractors and their certification status must also be submitted. Bidders must submit a Bid Bond or certified check equal to 5 percent of the Base Bid Price, and the successful bidder must furnish a Public Construction Bond equal to 100 percent of the Contract Price within ten consecutive calendar days of award. Contractors must maintain workers' compensation insurance, commercial general liability insurance of $2,000,000 per occurrence, and commercial automobile insurance of $1,000,000 combined single limit. Up to 80 percent of the contract value may be subcontracted, with a $60,000 allowance for contract amendments and a tiered liquidated damages structure for delays. A one-year guarantee period is required for all materials and workmanship from the date of final completion.
