About this file
This is a Good Faith Efforts Documentation Form B issued by the City of St. Petersburg, Florida, for use by prime contractors on the Neighborhood Crossings - FY23 roadway safety improvement project (Project No. 23073-100, IFB-26-132). Form B is required when contractors have not utilized any Small Business Enterprise (SBE) subcontractors or have failed to meet the established 10 percent SBE participation goal for the project. The scope of work encompasses construction services at five intersections throughout St. Petersburg's public streets, including concrete sidewalks (440 square yards), ADA-compliant concrete curbs (962 linear feet), concrete curb ramps, detectable warning systems, pavement markings, signage, rectangular rapid-flashing beacon assemblies, sodding, and storm drainage installations. The bid release date is March 30, 2026, with questions due by April 16, 2026, and bids due May 5, 2026, at 3:00 p.m. through the OpenGov Procurement portal. All submissions must be made electronically, and a bid bond or certified check equal to 5 percent of the Base Bid Price is required upon submission.
Form B requires contractors to demonstrate good faith efforts to secure SBE participation by documenting actions such as conducting at least one monthly outreach event, soliciting and documenting responses from SBE firms with submission of all quotes received, maintaining a list of unavailable SBEs with supporting documentation, attending Office of Supplier Development outreach events, and effectively utilizing SBE recruitment services available through the City's Office of Supplier Development (727-892-5351 or OSD@stpete.org). If a contractor has exhausted all efforts to achieve the 10 percent SBE goal without success, a detailed written explanation with supporting documentation must be provided. The form requires certification by a company official that all statements are accurate, with warnings that material misrepresentation will result in action under federal or state false statements laws. The successful bidder will be required to furnish a Public Construction Bond equal to 100 percent of the Contract Price within ten consecutive calendar days of award, and must maintain specified insurance requirements including workers' compensation, commercial general liability of $2,000,000 per occurrence, and commercial automobile insurance of $1,000,000 combined single limit.
