About this file

This is a Performance and Payment Bond template issued by the City of St. Petersburg, Florida, required for contractors bidding on the Neighborhood Crossings - FY23 roadway safety improvement project (IFB-26-132). The bond document establishes the contractual obligations between the principal contractor, surety company, and the City of St. Petersburg for faithful performance of construction services at five designated intersections throughout the municipality. The scope of work includes construction of concrete sidewalks (440 square yards), ADA-compliant concrete curbs (962 linear feet), concrete curb ramps, detectable warning systems, pavement marking installation and removal, sign relocation and installation, rectangular rapid-flashing beacon assemblies, sodding, and storm drainage inlet installation. The bid response deadline is May 5, 2026, at 3:00 p.m. through the OpenGov Procurement portal, with a question deadline of April 16, 2026. The successful bidder must furnish a Public Construction Bond equal to 100 percent of the contract price within ten consecutive calendar days of receiving written notice of award.

The performance bond requires the principal contractor to comply with all terms and conditions of the contract, promptly pay all suppliers of labor and materials, compensate the City for losses and damages including liquidated damages resulting from default, and fulfill all guarantee and warranty obligations. The bond amount is not specified in this template document and will be determined based on the total contract price. Bidders must submit a Bid Bond or certified check equal to 5 percent of the Base Bid Price as a precondition of bid acceptance. The City has established a 10 percent Small Business Enterprise participation goal, requiring submission of Form A letters of intent from certified SBE subcontractors or Form B non-use justification if the goal cannot be met. Required insurance includes workers' compensation, commercial general liability of $2,000,000 per occurrence, commercial automobile insurance of $1,000,000 combined single limit, and builder's risk insurance where applicable. A one-year guarantee period for all materials and workmanship is required from the date of final completion, and the contract includes a $60,000 allowance for amendments.
