About this file

This is a Subcontractor Summary Spreadsheet instruction document for the City of St. Petersburg related to the Neighborhood Crossings - FY23 roadway safety improvement project (IFB-26-132). The project involves construction of concrete sidewalks (440 square yards), ADA-compliant concrete curbs (962 linear feet), concrete curb ramps, detectable warning systems, pavement markings, sign relocation and installation, rectangular rapid-flashing beacon assemblies, sodding, and storm drainage inlet installation at five intersections throughout St. Petersburg's public streets. The bid release date is March 30, 2026, with a question deadline of April 16, 2026, and a bid response deadline of May 5, 2026, at 3:00 p.m., with all submissions required electronically through the OpenGov Procurement portal.

The document specifies that up to 80 percent of the contract value may be subcontracted, with only first and second tier subcontractors permitted unless otherwise noted in the contract documents. The City of St. Petersburg has established a 10 percent Small Business Enterprise (SBE) participation goal for this project. All prime contractors must submit a completed Subcontractor Summary Spreadsheet identifying all subcontractors and their certification status; if no subcontractors will be used, a written statement must be provided. Subcontractors may not be changed or substituted after contract award and the pre-construction meeting except under seven specific circumstances, including contractor failure to execute a written contract, lack of appropriate licensing, bankruptcy, ineligibility, failure to perform, substantially unsatisfactory work performance, or substantial project delays. Requests to change the subcontractor list must be submitted in writing to Stephanie.Swinson@stpete.org.
