About this opportunity
Broward County Finance and Administrative Services Department is requesting proposals for Master Banking Services across five service groups—Lockbox Services, Merchant Card Services, Purchasing Card Services, Third-Party Custodian/Safekeeping Services, and Treasury Services—with proposals due October 13, 2026 at 2:00 p.m. via the BPRO Electronic Procurement System (broward.bonfirehub.com). Vendors may propose for one or multiple service groups but must perform all work directly without subcontracting; the County reserves the right to award each service to a single vendor or multiple vendors. A pre-proposal meeting was held September 9, 2026, with 42 participants representing 18 vendors including JPMorgan Chase, Wells Fargo Bank, UMB Bank, TD Bank, and Huntington National Bank.
Procurement preferences apply under Broward County's Office of Economic and Small Business Development (OESBD) for certified Small Business Enterprises (SBEs) and County Business Enterprises (CBEs). For RFP scoring, an SBE or CBE proposer scoring within 5% of the highest-ranked non-certified proposer qualifies as the highest-ranked proposer and may proceed to contract negotiations.
Scope varies by service group. Lockbox Services requires 24-hour payment processing of approximately 60,000 monthly utility transactions ($50 million annually) with facility location in Florida and same-day secure deposit files; vendors must have five years' experience with similar-sized operations. Merchant Card Services must process approximately $150 million in annual sales across 2.4 million transactions with support for Visa, Mastercard, American Express, and Discover across 38 Merchant Identification Numbers, with next-day settlement and SOC 2 Type II reporting. Purchasing Card Services requires tiered revenue-share pricing with rebates based on annual net purchase volume; the County expects the vendor to absorb all card, software, and service costs. Treasury Services must integrate with PeopleSoft ERP, provide zero-balance account management, wire and ACH processing, positive pay, and account reconciliation with embedded overdraft capacity to $50 million. Third-Party Custodian/Safekeeping must manage approximately $7 billion USD in investment securities with Qualified Public Depository status, Federal Reserve and DTC membership, $200 million daylight overdraft protection, and daily mark-to-market reporting.
Evaluation criteria include Ability of Professional Personnel (10 points for most groups), Project Approach (15–60 points depending on service), Past Performance (10 points), and Pricing (10–20 points). Treasury Services adds Bank Strength (10 points, rated by Moody's, S&P, or Fitch) and Functionality Checklist/Demonstrations (10 points). Merchant Card Services, Purchasing Card Services, and Treasury Services require live vendor demonstrations for shortlisted proposers. All vendors must complete the Enterprise Technology Services Vendor Security Questionnaire (167 questions covering SaaS, hosting, application development, managed services, installed software, and hardware), comply with Payment Card Industry Data Security Standards, and meet license and certification requirements. Vendors must also provide three minimum references from public entities of similar size with relevant experience.
Mandatory certifications and forms include Foreign Country of Concern Attestation, Criminal History Screening Practices Certification (for contracts exceeding $100,000), Domestic Partnership Act Certification (contracts over $100,000), Lobbyist Registration Certification, Location Certification (for local preference eligibility), and Agreement Exceptions form. Insurance requirements vary by service but typically include General Liability ($1–2 million per occurrence aggregate), Cyber Liability ($5 million), Professional Liability/Errors & Omissions ($2–3 million), and Crime & Fidelity ($3–5 million), with Broward County named as additional insured and loss payee.
Addendum No. 1 revised the closing date to October 13, 2026 at 2:00 p.m. The County strongly encourages submission of all documentation, including optional items, at time of proposal to facilitate timely evaluation.
