About this file

This is a Treasury Services Questionnaire for Broward County's Finance and Administrative Services Department in Florida, which is seeking qualified vendors to provide Master Banking Services. The questionnaire is part of a competitive solicitation (Group 5: Treasury Services) that allows vendors to submit proposals for one or multiple banking services without subcontracting. Vendors must respond to each question with either "Yes" or "No," and if responding "No," must provide a brief explanation of why their firm does not provide the requested service. The questionnaire covers comprehensive banking capabilities across multiple service categories including depository services, online banking, payments, web payments, file transmissions, and fraud protection services.

The questionnaire requires vendors to confirm their ability to provide specific technical and operational services such as deposit transaction reporting with unique location codes, remote deposit capture, two-step authentication procedures, dual authorization on wire and ACH transfers, detailed reporting capabilities, check image retention for seven years, ISO 20022 protocol compliance, and fraud prevention services including ACH debit blocks and account validation. Broward County reserves the right to award each banking service to a single vendor or multiple vendors at its sole discretion. The completed and signed questionnaire must be submitted with the vendor's proposal response; if not submitted initially, it must be provided within three business days of the County's request.
