About this file
This is an Evaluation Criteria document for Group 2: Merchant Card Services, a banking services solicitation issued by Broward County, Florida's Finance and Administrative Services Department. The County is seeking qualified vendors to provide merchant card services, including credit and debit card processing capabilities, with vendors permitted to submit proposals for one or multiple banking service groups. The solicitation allows vendors to propose for individual services, and the County reserves the right to award each banking service to a single vendor or multiple vendors. All work must be performed directly by the vendor without subcontracting. Separate responses to evaluation criteria, pricing, and required documentation must be submitted for each banking service proposed.
The evaluation criteria are structured across six categories totaling 100 points: Ability of Professional Personnel (10 points), which requires detailed qualifications, resumes, organizational charts, and vendor background information; Project Approach (20 points), encompassing service delivery methodology, card brand support, debit card processing capabilities, chargeback procedures, fund transfer processes, settlement timing, dispute resolution, reporting capabilities, business continuity planning, PCI DSS compliance documentation, and fraud mitigation strategies; Functionality Checklist and Demonstration (10 points), requiring completion of an Excel functionality checklist and a live solution demonstration; Past Performance (10 points), based on experience with similarly-sized public entities, processing volumes, and a minimum of three references; Location (5 points), allocated based on the vendor's selection from a Location Certification Form; and Pricing (20 points), calculated using a lowest-price formula applied to the five-year initial term. The solicitation emphasizes full PCI compliance, comprehensive fraud detection and prevention capabilities, integration with the County's Peoplesoft ERP system, and detailed transition and implementation planning with specific timelines and staff assignments.
