About this file
This is an Evaluation Criteria document for Group 5: Treasury Services, part of Broward County's Master Banking Services solicitation in Florida. The County is seeking qualified vendors to provide treasury services and will award each banking service group to one or multiple vendors at its sole discretion. Vendors must perform all work without subcontracting and submit separate responses for each banking service being proposed. The evaluation criteria encompass seven primary categories: Ability of Professional Personnel (10 points), Project Approach (15 points), Past Performance (10 points), Bank Strength (10 points), Functionality Checklist and Demonstrations (10 points), Location (5 points), and Pricing (20 points), for a total of 100 points. Vendors must submit comprehensive information including resumes and organizational charts for project team members, detailed descriptions of treasury services capabilities, online banking platform features, disaster recovery programs, and fraud mitigation strategies. Implementation and transition plans with specific timelines for PeopleSoft Enterprise Resource Planning system integration are required.
Pricing evaluation is based on two components: the lowest balance required to support monthly services relative to the earnings credit rate offered, and the highest interest paid on access balances, each worth 10 points and calculated using specified formulas. Bank strength is assessed through long-term credit ratings from two of the three major rating organizations (Moody's, Standard and Poor's, or Fitch), awarding up to five points per rating organization. Location certification allows vendors to earn between zero and five points depending on their selected option and business composition. Vendors must provide a minimum of three references for past performance with public entities of similar size, and demonstrate specific experience with treasury services, PeopleSoft integration, and disaster recovery capabilities. The document form date is September 23, 2025, indicating current solicitation materials.
