About this file

This is a Demonstration Script for Master Banking Services Group 3: Purchasing Card Services issued by Broward County's Finance and Administrative Services Department in Florida. The document outlines mandatory demonstration requirements for vendors determined to be responsive and responsible to the solicitation, with all shortlisted vendors allocated equal demonstration time of one hour (subject to change prior to the demonstration date). Vendors must demonstrate core purchasing card functionalities organized into five major categories: transaction monitoring and cardholder management (items 1.1-1.7), account and card lifecycle management (items 2.1-2.5), transaction processing and monitoring (items 3.1-3.5), reporting and data export capabilities (items 4.1-4.6), and fraud detection and security controls (items 5.1-5.7). The demonstration assessment will be conducted by a Technical Review Team that will evaluate each criterion by marking whether functionality was demonstrated or not demonstrated, with space for evaluative comments. Questions and answer time following demonstrations is unlimited.

The evaluation methodology requires Technical Review Team members to assess 30 specific functional criteria across the five capability areas during the vendor demonstrations. Critical functionalities include real-time transaction data access, cardholder profile assignment with department identifiers, merchant category code restrictions at cardholder and program levels, temporary card limit adjustments with automatic reversion, dispute initiation capabilities, immediate card suspension or cancellation, batch card issuance processes, fraud detection and monitoring, role-based access permissions, row-level security for cardholder visibility, encryption with masked PAN display, and transaction data export in standard formats (CSV, Excel) with minimum 24-month historical data retention. The demonstration script was dated July 15, 2025, and represents part of Broward County's broader Master Banking Services procurement that includes separate groups for Lockbox Services, Merchant Card Services, Third-Party Custodian/Safekeeping Services, and Treasury Services.
