About this file
This is an Evaluation Criteria document for Group 3: Purchasing Card Services, part of Broward County's Master Banking Services solicitation (GEN2131264P1) in Florida. The solicitation is issued by Broward County's Finance and Administrative Services Department and seeks qualified vendors to provide master banking services across five service groups: Lockbox Services, Merchant Card Services, Purchasing Card Services, Third-Party Custodian/Safekeeping Services, and Treasury Services. Vendors may propose for one or multiple banking services but must perform all work without subcontracting or outsourcing. Separate responses to evaluation criteria, pricing, and all required documents must be submitted for each banking service proposed. The County reserves the right to award each banking service to a single vendor or multiple vendors.
The evaluation process will consider all submitted documents and information, with vendors strongly encouraged to provide all files at the time of submittal, including those marked as optional in the solicitation portal, to enable timely and comprehensive review. Key requirements include compliance with License/Certification Requirements, completion of the Enterprise Technology Services Vendor Security Questionnaire, and adherence to Payment Card Industry Data Security Standard Requirements. Procurement preferences apply through the Office of Economic and Small Business Development (OESBD) for Small Business Enterprises (SBE) and County Business Enterprises (CBE). The County provides a specified period for vendors to submit questions and seek clarification regarding solicitation requirements through designated channels.
