About this file
This is a Location Certification form for Broward County, Florida, related to a Master Banking Services procurement opportunity. The certification enables vendors to claim local preference or tiebreaker eligibility based on their business location within Broward County. Vendors may submit proposals for one or multiple banking services across five groups: Lockbox Services, Merchant Card Services, Purchasing Card Services, Third-Party Custodian/Safekeeping Services, and Treasury Services. Vendors must perform all work themselves without subcontracting. The County reserves the right to award each banking service to a single vendor or multiple vendors. Broward County's Finance and Administrative Services Department is accepting proposals and encourages vendors to submit all required and optional documents for comprehensive evaluation. The solicitation includes licensing and certification requirements, Enterprise Technology Services Vendor Security Questionnaire completion, and Payment Card Industry Data Security Standard compliance.
The location certification form provides five options for vendor classification: Local Business only, Local Business and Locally Based Business, Local Business and Locally Based Subsidiary, joint venture of qualifying entities, or non-local business. Vendors claiming local preference must maintain a physical business address within Broward County for at least one year preceding the bid posting date, operate from that location performing a substantial component of the services offered, and submit a valid Broward County business tax receipt. Vendors must certify that they intend to remain at their listed location for the contract duration, including renewals. False or misleading information may result in suspension, debarment, or contract termination. The procurement includes Small Business Enterprise (SBE) and County Business Enterprise (CBE) preferences under the Office of Economic and Small Business Development requirements.
