About this file
This is a Payment Card Processing Questionnaire for Broward County, Florida's Master Banking Services solicitation, specifically for Group 2: Merchant Card Services. The questionnaire requires vendors to provide comprehensive documentation of their payment card processing solutions, including detailed descriptions of the processing model, all parties involved in service delivery, hardware and software components, personnel and operations infrastructure, and payment gateways. Vendors must disclose all third parties—including payment card processors, acquiring banks, affiliated entities, and subcontractors—that will provide equipment or services. The County currently uses Wells Fargo as its acquiring bank and requests vendor confirmation of compatibility with this arrangement. Vendors must also identify any proprietary or exclusive relationships included in their proposals and clarify whether alternative solutions can be accommodated.
All proposed payment card processing solutions must maintain full compliance with the latest Payment Card Industry (PCI) Data Security Standard (DSS) throughout the contract term, with electronically printed receipts complying with the Fair and Accurate Credit Transactions Act (FACTA). Vendors must provide current PCI Attestation of Compliance (AOC) documentation and identify any Point-to-Point Encryption (P2PE) solutions with active PCI Security Standards Council validation listings. The questionnaire requires vendors to detail their licensing models, specify whether licenses are transferable if the County changes providers, and disclose all third-party agreements that would be binding on the County. Vendors must submit this complete questionnaire with their solicitation response or within three business days of the County's written request; failure to fully comply within stated timeframes may result in the vendor being deemed non-responsible.
