About this file
This is an Evaluation Criteria document for Group 4: Third-Party Custodian/Safekeeping Services, part of Broward County's Master Banking Services solicitation administered by the Finance and Administrative Services Department in Florida. The solicitation seeks qualified vendors to provide specialized banking services across five distinct groups, with Group 4 focusing specifically on third-party custodian and safekeeping services. Vendors may submit proposals for one or multiple banking service groups, and each proposal must include separate responses to evaluation criteria, pricing, and all required supporting documents. Broward County reserves the right to award each banking service to a single vendor or multiple vendors, and vendors must perform all work directly without subcontracting or outsourcing. The solicitation requires vendors to submit all relevant documentation, including both required and optional items listed in BPRO, to facilitate timely and comprehensive evaluation by the County.
Vendors must comply with specified license and certification requirements, submit an Enterprise Technology Services Vendor Security Questionnaire, and meet Payment Card Industry Data Security Standard requirements. The solicitation includes procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE) through the Office of Economic and Small Business Development (OESBD). Vendors are provided a specified period to submit questions and seek clarification regarding solicitation requirements through designated channels. The evaluation criteria for Group 4 services will assess vendor qualifications, experience, capacity, and compliance with all regulatory and security standards necessary to provide custodian and safekeeping services on behalf of Broward County.
